Planning Commission <br />Staff Report <br />August 13, 2015 <br />The proposed community garden is considered compatible for a residential <br />neighborhood as they allow for the gathering of neighbors for the purpose of gardening. <br />Staff finds this criterion is met. <br />3. That the use /development is adequate for the internal efficiency of the proposal, <br />considering the functions of residents, recreation, public access, safety and such <br />factors including storm drainage facilities, sewage and water facilities, grades, <br />dust control and such other factors directly related to public health and <br />convenience; <br />The community garden will be designed to work with existing grades, except for the <br />proposed raised beds as shown on the plan. Because natural grade will be used, the <br />site drainage should not be detrimentally impacted. Staff finds this criterion is met. <br />4. That external effects of the proposal are controlled, considering compatibility of <br />land use; movement or congestion of traffic; services, including arrangement of <br />signs and lighting devices as to prevent the occurrence of nuisances; landscaping <br />and other similar features to prevent the littering or accumulation of trash, together <br />with other factors deemed to affect public health, welfare, safety and convenience; <br />The community garden is proposed for a maximum of 45 plots. The surrounding streets <br />provide up to 27 on- street parking spaces. Three bike racks are proposed for those who <br />choose that mode of travel. Trash will be handled by the Garden Association. Staff <br />finds this criterion is met. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking <br />spaces and to separate pedestrian walks, malls and public transportation loading <br />places from general vehicular circulation facilities. <br />The proposed garden's site plan, if approved, is designed to be served by existing with 5' <br />all weather sidewalk and 3' natural walkways for internal efficiency. Staff finds this <br />criterion is met. <br />FLOODPLAIN DEVELOPMENT PERMIT <br />This request also requires a floodplain development permit due to its location within the <br />100 year floodplain. This item is on the August 19th, 2015 Board of Adjustment agenda. <br />STAFF RECOMMENDATION: <br />Staff finds the proposed community gardens development is consistent with the <br />Louisville Municipal Code Section 17.12.040. Staff recommends Planning Commission <br />approve Resolution No. 24, Series 2015, A resolution recommending City Council <br />approve a Special Review Use (SRU) for an agricultural use in Residential Low (RL) <br />Density Zone District in order to develop a community garden with up to 45 garden plots <br />and two 80sf tool sheds on City property near the NW and NE corners of the intersection <br />of Garfield Street and Lincoln Avenue, with one condition: <br />23 <br />4 <br />
