Historic Preservation Commission <br />Meeting Minutes <br />July 20, 2015 <br />Page 5 of 13 <br />PUBLIC HEARING — 945 Front Street Landmark, Grant, Alteration <br />Certificate <br />Trice presented the information in staff's report. There is a strong architectural <br />significance and a strong social history since the structure is associated with a member <br />of the Steinbaugh family. She stated the proposed addition will be attached to the <br />existing structure by a breezeway and the addition will be designed to differentiate itself <br />from the existing historic structure. She stated staff believes the proposed changes and <br />additions comply with the landmark and grant criteria. <br />Trice stated the applicant is requesting two grants: landmark grant and new <br />construction grant. The grant request includes the following: <br />• New gutters, downspouts, and adjust grading to allow for better water <br />pathways <br />• Repair exterior wood siding <br />• Repair exterior trim /ornamentation <br />• Repair foundation <br />• Replace front porch columns <br />• Re -caulk windows <br />• Repair exterior doors <br />• Repair brick chimney <br />• Replace roof flashing and plumbing vents <br />Trice stated the grant request is for $64,800, and the new construction grant request is <br />for $75,000, for a total grant request of $139,800. <br />Trice added staff recommends approval of the landmark, grant request and proposes to <br />name the structure the "J.J. Steinbaugh House ". <br />Koertje asked staff about the removal and replacement of the porch columns. <br />Trice stated they are not in good condition. <br />Koertje stated this is only the second time we have discussed a new construction grant <br />and wondered if we have a construction easement created. <br />Trice stated that is usually created at the time of the grant agreement. <br />Stewart asked of the first construction of the first addition to the house and the garage. <br />Trice stated we do not have those exact dates. <br />Applicant Presentation <br />Andy Johnson, architect, presented. He went through the history of the property and <br />explained what historic elements assisted in his proposed design. He stated even <br />though the structure has great bones, there are preservation steps that need to be <br />
