City Council <br />Meeting Minutes <br />July 28, 2015 <br />Page 4 of 28 <br />Principal Planner McCartney explained the McCaslin Market Place request is for a <br />General Development Plan Amendment and a Final PUD for a new 12,772 SF single <br />story retail /restaurant at 994 W. Dillon Road in Centennial Valley. <br />General Development Plan Amendment: Part of the Centennial Valley GDP was <br />approved in 1979. The GDP currently limits retail to 515,000 SF. The proposed <br />development increases the retail by 7,032 SF. A GDP amendment must comply with <br />the Comprehensive Plan. The 2013 Comprehensive Plan designates this area as <br />"Urban Center ". Staff finds the amendment complies with the Goals of the GDP and the <br />Comprehensive Plan. <br />Final PUD: The Site Plan retains most of the hardscape, landscaping and access <br />points. There is also a drive thru component proposed at the north side of the building. <br />Parking: The applicant is proposing a mix of uses including a restaurant. The CDDSG <br />requires a parking ratio of 15 spaces per 1,000 SF. If the entire 12,772 SF building is a <br />restaurant, it would require 190 spaces. The applicant's traffic engineer has stated the <br />national average for restaurant parking is 6.37 spaces per 1,000 SF. At this ratio, they <br />only need 81 spaces and they have provided for 91. The staff accepts this modification. <br />Architecture: The 26'6" overall height and the 38' endcap towers complies with the <br />CDDSG. Materials: Sandstone base, stone veneer main body, steel trellis and stucco <br />header. The glazing is on the pedestrian elements and the clerestory of the tower. The <br />roofline is articulated and the facade provides visual interest. The architecture complies <br />with the CDDSG. <br />Landscaping: Most of the landscaping is retained. The applicant is requesting to <br />remove 18 existing mature trees along property boundary to improve visibility. 18 trees <br />will be added. The City Forester requests the balance in site view and maintaining tree <br />rows. Staff recommended the applicant continue to work with the City Forester on the <br />landscape plan. <br />Staff Recommendation: Staff recommended approval of the Final PUD, GDP and GDP <br />Agreement amendments for McCaslin Marketplace with the following condition: <br />1. With regard to trees to be removed and trees to remain, the applicant shall work <br />with the City Forester to find balance between site visibility and maintaining tree <br />rows along major corridors in the City. <br />COUNCIL COMMENTS <br />Mayor Muckle inquired if restaurant parking requirements throughout the City would be <br />revisited or is this parking location simply unique. Planning and Building Safety Director <br />Russ explained this would be an update to the commercial standards. This is intent of <br />the small area plans.
