It's structured <br />differently. Part of the reason for <br />that is that Broomfield was the <br />first participant in the project and <br />unlike any other participants, <br />because of their relationship with <br />the Department of Energy, they were <br />able to come with all of their <br />financing in one package in the form <br />of cash. Unfortunately or <br />fortunately, that does set the tenor <br />for some of our relationships with <br />Broomfield. <br /> <br />Sisk: <br /> <br />Is it fair to say that in the <br />agreement with Broomfield, <br />Broomfield could suggest that they <br />were disillusioned with the Northern <br />Colorado Water Conservancy District <br />and have a change in leadership? <br /> <br />Dreher: <br /> <br />They can't withdraw, because they're <br />disillusioned with us.
