Mayer: Dreher: Howard: avoid redesigning and re-bidding the project at all costs, because if we have to redesign and re-bid the probability is that the low bidder will not again respond, because he will have divulged the basis of his bid and he has lost all advantage, so the cost will be higher. We're structuring the final design based upon a series of different pipe sizes by pipeline segment. On the drawing, instead of seeing the pipeline with fixed dimensions and all of the pertinent structures with fixed dimensions, there will be letter designations on the drawing for various dimensions. There would be tables that would identify which dimensions are used for which particular bidding schedule. The reason for that is to bracket the reasonable possibility of all of the scenarios of who might or might not pull out. If some other entity withdraws, that capacity or some portion of that capacity could become available to you or another project participant, if you wanted to increase your allocation at that point. As far as joining the NCWD main District, is that something we could do at a later date? That's correct. You could, at your convenience, go through the petitioning process for inclusion within the District and that would give you control over the timing as to when the back taxes would be due. If this were to unravel, then it is conceivable that Broomfield can say that they don't care about/for your participation when they take over the project.
