Open Space Advisory Board
Minutes
August 12th 2015
Linda made a motion to keep the number of land acquisitions recommended to the
County to three: our #1, #2, and #4 from last year. Chris seconded. The motion carried
5 to 1. Helen dissented because she wanted to toss one more target property into the
mix to see what the County said, no matter how unlikely it was that they'd go for it.
TRAILS: County is looking at the trail from the Overlook Underpass (last year's
request #1). County had concerns about last year's #2 (the 104th Street Trail) because
they are concerned about the street crossing. Ember reports that public works look into
whether crossings are warranted, which is a formal designation based on traffic patterns
and usage. Lafayette was proposing to complete a trail loop on Mayhoffer Section 15
that would tie into any 104th Street Trail. If the crossing issue is addressed, the County
would support this trail. For Trail #3 (Warembourg to Stearn's Lake) the County was
concerned about crossing private properties, and needed Lousiville to take the lead on
designing the trail. Planning is interested in creating a trail parallel to the railroad tracks
(on what was being called the Tennis Center property) and that could be a solution to
that particular trail alignment conundrum. Laura asked if we could ask the County for
some of the big connections identified by our wayfinding initiative. Laura asked about
the crossing at point 16 (the connection between the Coal Creek Trail and the Powerline
Trail). The board thought asking for that connection might be reasonable since it
connects to Coal Creek Trail (a regional trail). Laura asked Ember to be sure to mention
in any request how the Powerline Trail is a primary trail artery for the City of Louisville
under our new wayfinding model. Chris mentioned he's concerned about bikes coming
from the north to Main St. and asked whether there was any room for a bike lane on
Main Street. The board shared his concerned but thought it was unlikely a bike lane
could fit. Helen suggested the trail requests to Boulder County be:
#1: Overlook Underpass to the Marshall Mesa properties
#2: Warembourg to Stearn's Lake
#3: Parallel to 104th Street
#4: Dillon Rd. crossing connection the Powerline and Coal Creek Trails
Linda motioned to vote on these recommendations and rankings, Mike seconded. The
board unanimously approved this motion.
X. Discussion Item: Review & Comment on Aesthetics of New Template for
Temporary Signs —
Staff wants to standardize the look of temporary signs they put up on properties.
The wayfinding consultants created the draft designs seen in the package. They
recommended a call for action "bands" at the top (e.g. "CAUTION "), and icons (e.g. the
rattlesnake). They wanted to change the color of the top -bands in order of severity, like
a stoplight (so "caution" would be red). Helen commented that there was a lot of
information (like email addresses & street addresses and logos) on the signs. Ember
mentioned that there are a lot of citizen calls for more information regarding these signs,
so some contact information is nice, though staff and the board agreed that street
addresses are not necessary. Missy and Helen didn't like the mountains along the
bottom because they ate up so much space, and thought the signs looked too wordy.
Laura liked the mountains because they looked more formal and distinctive, and she
5
