City Council <br />Study Session Summary <br />February 24, 2015 <br />Page 2 of 2 <br />Lipton was concerned about equity. He asked if because residents already <br />subsidize the center with tax dollars maybe they should get a better rate to use <br />the facility. <br />Stevens stated there has been huge growth in use of the facility since it opened <br />in 1990. It was never designed to handle the current capacity. But on balance the <br />number of resident users is probably 75 -80 %. Stevens added that raising rates <br />may or may not discourage use by non - residents. <br />Lipton reiterated his concern of equity. Muckle asked if staff could determine how <br />much property tax subsidizes the Rec Center. Dalton noted that under the <br />current system the property tax portion is negligible. <br />Fleming added another option could be setting prices a bit higher and offering a <br />resident discount. <br />Group consensus was that the Rec Center is too small and whatever happens <br />with rates will depend on the outcome of the discussions later this year regarding <br />a possible expansion or other alternatives. <br />Discussion — Role of the Legal Committee <br />Loo stated that the Legal Review Committee has started meeting regularly to <br />look at a variety of items. She simply wanted the rest of the Council to be aware <br />of their renewed interest in meeting and asked if there are any topics they should <br />put on future agendas. Some of the topics the Committee has been or plan to <br />look at include: <br />• Role of the 501c3s affiliated with the City <br />• The door -to -door sales ordinance <br />• Public records retention & disposal <br />Members were in agreement that, depending on the case, some litigation review <br />with the Committee could be useful before those items come to the Council for <br />full discussion. <br />Loo added that the Committee plans to meet quarterly as needed. <br />Adjourn — 9:05 pm <br />Submitted by — Dawn Burgess <br />March 11, 2015 <br />
