City Council <br />Meeting Minutes <br />September 15, 2015 <br />Page 6 of 20 <br />Council member Stolzmann suggested HFAB work on the criteria and make a <br />recommendation to Council on what would be good goals. She researched what <br />Denver, Boulder, Golden and Lafayette have for their board missions. Golden has a lot <br />of good information relative to grouping projects in common areas and then prioritizing <br />projects to provide recommendations to the City Council. She felt Council could move <br />forward to appoint a board this year and modify the mission to improve their function <br />and responsibilities. She felt the board name should be Parks and Public Landscape <br />Advisory Board. <br />Council member Lipton did not want to disconnect HFAB from their function, which they <br />are performing well. He was looking for a strong advocacy for the City's parks and to <br />attract candidates interested in parks. He was interested in knowing how the parks are <br />used and maintained. He was satisfied with modifications, as long as the Parks <br />premise is not lost. His goal was to gain the parks advocacy going forward. <br />Mayor Muckle suggested HFAB review the modifications to the resolution at their <br />October meeting and make recommendations for the City Council's October 6th <br />meeting. <br />Mayor Pro Tem Dalton saw an urgency to get the resolution approved before the <br />recruitment process. He agreed modifications to the board description could be made <br />this evening. Public Relations Manager Muth noted it is not uncommon for the roles and <br />mission of board members to be modified over the years. <br />Mayor Muckle stated the HFAB Board has expressed concern and wanted some <br />assurance about the responsibilities of the new board. He felt the Parks Board could be <br />advertised for applicants, while the responsibilities of the new board are being defined. <br />Mayor Pro Tem Dalton agreed. <br />Council member Lipton voiced his concern over the number of modifications mentioned <br />and whether the resolution could be redrafted this evening, but was willing to spend <br />some time to recraft the language. <br />Mayor Muckle wanted to see advocacy included in the goals and suggested carrying <br />over all the HFAB goals to the new resolution. Council member Stolzmann agreed, but <br />did not believe it would address Council member Lipton's concem for emphasis on the <br />parks. She felt the missing goals were streetscapes and facilities, which did not address <br />playgrounds, their upkeep and whether they are age appropriate. <br />City Council discussed revisions to the resolution in Section 2, items A through F and <br />incorporated some of the current HFAB goals and duties. <br />Mayor Muckle requested clarification of HFAB being a referral agency for development. <br />Public Relations Manager Muth explained the intent was to advise City Council and staff <br />on the public landscape development and redevelopment, which includes referrals. <br />
