Revitalization Commission <br />Minutes <br />September 15, 2015 <br />Page 4 of 5 <br />City Manager Fleming said the RFP will answer questions such as: what <br />are the proposals? When will the project be built? How will costs to <br />achieve the project be paid? All these questions would be answered in <br />RFP process and give Council something to vote on. This is one parcel, <br />voluntary participant, and different economic conditions than the Hwy 42 <br />Urban Renewal Area. <br />Commissioner Menaker would like lines of billing of staff time clarified. <br />Chair tabled for now. <br />All parties would need to be in agreement on steps. RFP is to get to <br />redevelopment agreement. <br />City Attorney Sam Lights said the proposals can contain contingencies. <br />Chair Becker clarified to a member of public that there is a flow of things <br />that need to be gone through. Before we even put out an RFP, there will <br />be numerous items to be defined. Right now we are defining high level <br />steps. City Manager Fleming said there would be public participation on <br />RFP. <br />Mike Kranzdorf noted the covenants were agreed to by property owners <br />and can be changed by agreement. <br />DeJong asked for agreement on process tree. <br />Randy Caranci said he agrees with Mike Kranzdorf. Eminent domain is a <br />bad thing to do to property owner. <br />Mayor Muckle said he agrees with comments but cannot predetermine <br />outcome on condemnation. Discussions are still going on with all property <br />owners. They may come to fruition. It is important to go through process. <br />Agrees with Mike Kranzdorf. Regarding the Cooperation Agreement, LRC <br />can bring back an amended Cooperation Agreement making clear the <br />paying for staff time. <br />Commissioner Menaker would like to amend cooperation agreement to be <br />clear. It may be important in the future. <br />Chair would like time charges to be clarified at future meeting. <br />Chair asked for Commissioners who would like to work on first draft of <br />RFP. Commissioners Gorsevski and Fischer will work on first draft. <br />d. Public Hearing LRC Resolution 02, 2015 <br />Chair Opened Public Hearing and asked for comments. <br />
