Historic Preservation Commission <br />Meeting Minutes <br />August 17, 2015 <br />Page 10 of 11 <br />Upcoming Schedule <br />Trice presented a list of events where commission member volunteers are <br />needed. <br />Fahey stated she would be at all of the events. <br />Discussion — Interpretation of Roof Demolition Definition <br />Russ presented the information provided in the packet. He stated he wanted <br />input from the commission to go with that direction or choose an alternative. He <br />stated staff only has limited administrative powers to determine if a structure is <br />being demolished or not. He presented data on how the process has been <br />administered in terms of time and delays. He said he understands the impact this <br />process has on staff and commission, so he is looking for direction on how to <br />modify the reroofing process. He said staff has provided two options in the <br />packet: <br />• One option deals with modifying the definition of roof in Chapter 15.36. <br />He said there is an opportunity to separate the definition of roof and <br />roofing covering which might help in how we process various permits. <br />This process requires an amendment to Chapter 15.36 and formal review <br />by City Council. <br />• Option Two is to speed up the review process. Discussion ensued on how <br />to speed up the process. <br />Watson stated he would like to support the recommendation to speed up the <br />review process while committing to get the demolition review on the first steps of <br />the preservation master plan. <br />Stewart stated he thought this all seems like a lot of effort. He is in favor of <br />having over the counter approvals for non - designated buildings. <br />Fahey agrees with Stewart. She would like to see it reviewed over the counter, <br />especially if staff is receiving photos. <br />Russ stated like for like replacements make sense. He also said if there isn't a <br />structural change to the roof, then the commission will not see it. <br />Watson reiterated staff will also be able to get the amendments made by the end <br />of the year. <br />Fahey stated she is more supportive of Option 1. <br />Haley stated if it takes more than 4 months then we might lose more. She stated <br />she likes the current review process and supports Option 2. She wants to do it <br />thoroughly and well. <br />
