Historic Preservation Commission
Meeting Minutes
August 17, 2015
Bridget Bacon, Museum Coordinator, presented the background of the Museum
Needs Assessment.
Paula Elrod, Historical Commission, presented. She stated the commission is
very excited about the project.
Stewart asked about the $3.79 million estimate based on the size of the building.
Bacon stated the estimate includes site constraints such as an elevator. She
stated this budget is not as expensive as other cost estimates she has seen in
other museum projects. The price also includes improvements to the existing
historical structures.
Stewart stated the changes to the plans are appropriate such as the wider
walkways and the summer kitchen.
Fahey agreed with Stewart this is a wonderful addition to the community. She
believes this will be a good place for educational purposes and a potential visitor
center, especially since it is located near the new gateway (underpass).
Fasick agreed with Fahey about the proximity to the gateway.
Haley stated she believes the community has a vested interest in this project
because of the community history being stored here. She likes the idea of a
visitor center.
Probable Cause Determination — 630 Front Street
Watson asked if anyone had any disclosures.
No disclosures were heard.
Trice presented the information in the staff report. She stated this project is
currently a commercial use, but had been converted from a residential structure
in 1990. She gave a detail description of the architectural elements and the
social history. She stated the structure has held a high level of integrity through
architectural significance and social history. She recommended the application
be approved for probable cause, making the property eligible for the $6,000
assessment.
Jim Garcia, owner, presented. He stated he and his family has owned this
structure for a very long time and has made all of the improvements seen on the
structure.
Watson stated he commended Garcia on keeping the size of the original window
openings.
