Historic Preservation Commission
Meeting Minutes
August 17, 2015
Watson stated he would like to see the priority list for creating additional
incentives be moved up the list.
Stewart commended staff on a good job. She said the document is easy to read.
He wished there was more on GIS, website updating and online resources. He
understands this document is advisory and is not too taken aback from
terminology forcing us to do anything.
Trice stated there is a lot of room to shorten the document.
Watson asked if there was a way to call out key words.
Russ stated we can probably italicize them.
Trice asked the commission to contact her if they have additional questions or
comments.
Pre - Filing Discussion — 817 Main Conservation Easement
Stewart recused himself due to a professional conflict.
Trice presented the information provided in the packet. She stated the applicant
is looking to modify the front facade of the old Rex Theater and these
modifications require an amendment to the conservation easement. She stated
they want to make the following adjustments:
• Remove the marquee
• Remove the words "REX" from the mesh
• Restore the recessed entry
Josh Karp, owner, spoke. He said he was pro for saving downtown but he thinks
he could do a much better job restoring the structure. He said the archway and
the marquee do not make sense because it was a blend of different time periods
of the structure.
Watson asked if the recessed entry would allow tables.
Karp said yes.
Watson asked if the letters were removed from the mesh, would any additional
letters be replaced.
Karp said no. They would keep the mesh but remove the letters.
Fahey asked for a background of the original conservation easement, most
specifically about the money released for the improvements. She said she is
hesitant to undo what the tax payers' money has already done. She agreed with
restoring the structure.
