Open Space Advisory Board <br />Minutes <br />September 9th 2015 <br />Page 5 of 7 <br />- 40% would support closure for wildlife habitat <br />Q7: What community do you life in? <br />— 77% Louisville <br />— 5.6% Superior <br />—the rest responded Lafayette, Boulder, Unincorporated Boulder, or "other." <br />Tom told the board that there were lots of strongly- worded opinions in the <br />comment section of the survey. There were plenty of passionate pleas for the City to <br />enforce dog leash rules and also lots of suggestions that there should be a voice and <br />sight - control program like in Boulder. Many respondents mentioned that they love the <br />underpass at McCaslin. <br />Helen asked about specific leash usage questions. Tom thought that might be <br />interesting and would be interested in having leash usage adherence data. <br />Laura asked whether people are parking at Harper Lake and using the <br />underpass to get to Davidson Mesa when the Davidson Mesa parking lot is full. Tom <br />said that people are using it a lot. <br />Christopher asked about daily usage at Davidson Mesa. Tom estimated there are <br />250 users a day. Tom estimated that the Dog Off -Leash Area gets about 100 users a <br />day. <br />Tom had a few personal suggestions for the Off -Leash Area, such as putting the <br />poop bag dispenser inside the fence. Making it closer to hand might make people use it <br />more. <br />Spencer would like to see more done to protect non -dog owners and more <br />protection for Open Space. <br />Linda reminded the board about the citizen who commented during the previous <br />OSAB meeting and complaining about excessive poop and sound problems at the Off - <br />Leash Area. Tom agreed that there is a lot of poop illegally left on the ground. He said <br />dog owners using the site complain about this too. Several survey respondents <br />commented that they don't want shade structures and benches because they don't want <br />people sitting on the beaches and being lax about following their dogs to collect poop. <br />Laura asked whether it is actually possible to enforce the poop laws. Tom thinks <br />it would be if there were a dedicated person enforcing the rule at peak hours. Tom was <br />impressed by the dog community there. They do a fair amount of self - policing and even <br />hold dedicated poop cleanup days. He felt that the dog community was a good <br />resource. Linda asked whether those individuals could be contacted and organized. <br />Tom commented that many people who normally would become City volunteers are <br />deterred by the volunteer form which requires personal information like social security <br />numbers. However, Ember commented that the off -leash users typically initiate one <br />clean up event per year and staff assists with advertising, supplying trash bags and <br />removal. <br />Helen told the board that there are very strict dog laws in Bend, Oregon, but also <br />lots of specific dog parks, and it seems to have resulted in a culture of strict adherence <br />to dog rules. <br />Tom will be presenting his survey analysis to staff. Helen asked Ember that <br />OSAB be allowed to review any action staff wants to take based on this survey. Ember <br />reminded the board that this area is currently maintained and managed by parks. <br />6 <br />
