City Council Finance Committee <br />Meeting Minutes <br />09/14/15 <br />Page 6 of 8 <br />Councilmember Keany stated that he agreed fully and stated that sole- source <br />bids and consultant studies should also be brought before Council. Mayor <br />Muckle stated that he agreed that items over budget, policy questions, <br />consultants, sole- source bids and unforeseen expenditures should all be brought <br />to City Council for approval regardless of the dollar amount. <br />Resident, John Leary stated that some decisions require further Council review, <br />for example, those items which include some scope of work or other details <br />necessary for Council to set policy, while others, such as the purchase of a <br />database, for which Council would have set policy with the approval of the RFP, <br />probably need no further review by Council. <br />The Finance Committee requested staff present the Purchasing Policies with the <br />discussed amendments at the October 19, Finance Committee Meeting. <br />The communication and amended Louisville Purchasing Policies draft can be <br />located in the packet of the September 14, 2015 Finance Committee Meeting. <br />UPDATE ON GOLF COURSE ENTERPRISE FUND <br />City Manager, Malcolm Fleming, presented to the Finance Committee an update <br />on the Golf Course revenues as compared to the current budget projections. <br />Manager Fleming stated that the revenues are currently below projections, but <br />that expenses are also below the budget estimates. <br />City Manager Fleming asked if the graphs presented were what the Committee <br />members wanted to see going forward. The Finance Committee unanimously <br />agreed that the graphs presented were good. <br />Finance Committee Member Stolzmann asked whether or not the City was <br />planning to take over the food and beverage operations at the golf course. City <br />Manager Fleming stated that the City is proceeding to take over operations, but <br />that other options are being explored for the future. <br />Member Stolzmann asked if the change in operations and the hiring of staff, etc. <br />would be part of the budget discussions on September 15. Manager Fleming <br />stated it would not at this time as the City Attorney is reviewing the contractual <br />requirements of the agreement and determining if there is a breach to the <br />contract. City Manager Fleming stated there are some invoices under dispute <br />related to start -up expenses and that it needs to be determined what capital <br />expenses were incurred by the City and how much credit, if any, is owed to the <br />contractor under the terms of the contact. <br />7 <br />
