Revitalization Commission <br />Minutes <br />October 12, 2015 <br />Page 5 of 6 <br />City Manager Fleming said in the past when narrowly defined instances <br />what city wants to see have not lined up with is what is possible. Broader <br />definition allows the community to define what is realistic; the response is <br />left up to developers. <br />Commissioner Gorsevski said responses to RFP can be negotiated. <br />Chair Becker asked who decides which RFP is recommended? Fleming <br />said the LRC decides which one merits consideration, negotiates, then <br />goes to Council for approval. <br />Attorney Light discussed various scenarios about potential RFPs to be <br />received. Any project will have a redevelopment agreement that has to be <br />approved by Council. <br />RFP language was discussed. <br />Mayor restated that he is open to fairly broad proposal, describing zoning. <br />Redevelopment that meets zoning. <br />Chair — we have an opportunity to hear from people who listen to what <br />community wants. Mayor Muckle would be willing to hear proposals but <br />not solicit rezoning. We have an approved Comprehensive Plan and heard <br />from community. Uses other than residential may require rezoning <br />change. <br />The LRC will discuss with the City Council at the next Study Session, <br />bring back to LRC to refine what was heard and come to an agreement <br />and figure out how to move forward with RFP. <br />d. Council Study Session October 27, 2015 <br />Draft of memo to study session handed out. Deputy City Manager Balser <br />reminded LRC that Council cannot give direction at a Study Session. The <br />LRC can gather input without a Special Meeting. Council can make clear <br />what the next step should be without a Study Session. Attorney Light said <br />Council does not have to sign off on RFP. <br />Majority of Study Session will be spent discussing RFP. <br />e. 2016 Draft LRC Budget <br />Budget was discussed. <br />City has $80k budgeted for parking study. Discussion began of whether or <br />not to put a contribution in LRC budget. <br />6 <br />
