Cft <br />Im Louisville <br />COLORADO *SINCE T 8718 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5D <br />SUBJECT: <br />APPROVAL OF CONSULTANT SERVICES FOR THE POSSIBLE <br />EXPANSION OF THE RECREATION /SENIOR CENTER AND <br />AQUATIC CENTER OPTIONS WITH SINK COMBS DETHLEFS <br />DATE: OCTOBER 20, 2015 <br />PRESENTED BY: JOE STEVENS, DIRECTOR OF PARKS AND RECREATION <br />SUMMARY: <br />The Parks, Recreation, Open Space and Trails Comprehensive Master Plan (PROST) <br />recommended that the City conduct a feasibility study focusing on expanding and <br />improving the Recreation /Senior Center and Indoor and Outdoor Aquatic Facilities. The <br />PROST also includes a survey with the top priorities for indoor and outdoor facilities: <br />• Indoor Facilities <br />o Additional weight room and cardio fitness space <br />o Additional indoor leisure pools with aquatic play features <br />o Additional fitness class space <br />o Additional indoor swimming pools with lap lanes for <br />fitness /swimming /competition <br />• Outdoor Facilities <br />o Aquatic Center /Swimming Pool <br />Since the PROST was adopted in February 2012, interest has continued to grow with <br />the Youth Advisory Board sharing with City Council on 2014 and 2015 that an outdoor <br />aquatic center was a high priority for their age group. Additionally, City Council <br />members, Recreation /Senior Center and Memory Square customers, swim clubs and <br />the general public have expressed considerable interest in expanding the <br />Recreation /Senior Center and building a new swimming pool. In 1990, when the <br />Recreation /Senior Center opened its doors, major influences were baby boomers or <br />individuals born between 1946 and 1964. Those citizens are now contributing to the <br />nation's "Silver Tsunami" that continues to impact the delivery of Senior Services as well <br />as redefine what recreation means for them. In 2015, U.S. millennials, or U.S. citizens <br />18 to 34 years of age, will number 75.3 million and eclipse the U.S. boomer population <br />of 74 million. Healthier seniors and millennials will influence future recreational wants, <br />needs and demands as much as boomers impacted the Louisville infrastructure for <br />recreation in the 1990's with the construction of not only the Recreation /Senior Center <br />but also Coal Creek Golf Course and the Louisville Sports Complex. <br />On October 6, 2015, City Council approved a 13 member Task Force to assist City <br />Council and staff in evaluating a possible Recreation /Senior Center Expansion and <br />possible improvements to indoor and outdoor aquatic facilities.
