SUBJECT: <br />DATE: <br />STATE HIGHWAY 42 AND SHORT ST TRAFFIC SIGNAL IMPROVEMENTS <br />NOVEMBER 2, 2015 <br />PAGE2OF3 <br />left -turn lanes with a median separation will provide a refuge for pedestrians crossing <br />Highway 42. <br />The City issued a Request for Proposals (RFP) for the subject work and received three <br />proposals. The selection committee evaluated the proposals based on knowledge, <br />experience with similar projects and understanding of the scope. Staff ranked KDG <br />Engineering (KDG) first based on a combination of cost, project understanding, and <br />understanding of CDOT design and review processes. <br />Consultant <br />Proposal Fee <br />Ranking <br />KDG Engineering <br />$334,711 <br />1 <br />Huitt Zollar <br />$295,375 <br />2 <br />_ JR Engineering _ <br />$306,681 <br />3 <br />The selected consultant is not the low bidder, however, KDG has the best <br />understanding of the scope including the role of CDOT in the review and permitting <br />process. CDOT requested additional environmental tasks to be performed after RFP's <br />were received and therefore the proposal fee for design and construction management <br />services was increased from $334,711 to $347,132. <br />Separate from this contract, in 2013 the City contracted with Sustainable Traffic <br />Solutions, Inc. (STS) to design a traffic signal. CDOT approved these plans but will not <br />allow signal construction until traffic meets signal installation warrants as specified in the <br />Manual on Uniform Traffic Control Devices. STS will complete a new traffic signal <br />warrant study in 2016 as infill development is completed. Once the signal meets <br />warrants and CDOT approves construction, STS will coordinate with KDG and perform <br />construction management services specifically related to the traffic signal. The cost of <br />this work is $10,694.00. <br />ADVANTAGES: <br />KDG has extensive experience with the CDOT review and permitting process. <br />STS is already under contract for the traffic signal design of the State Highway 42 <br />Traffic Signal Improvements. <br />DISADVANTAGES: <br />KDG is not the lowest bidder. <br />No disadvantages for STS. <br />FISCAL IMPACT: <br />The City will fund design and construction management services.
