3 If the property is unoccupied, by mailing a copy of the <br /> notice by certified mail to the last known address of the owner Of <br /> the property described in the notice as reflected in the Boulder <br /> County assessor record, and by posting a copy of the notice in a <br /> conspicuous place at the unoccupied premises <br /> 4 If notice is served by certified mail and the recipient <br /> fails to sign for the mailing or the mailing is returned without being <br /> served, notice may be given by mailing a copy of the notice through <br /> regular mail. <br /> 5 If personal service cannot be effected, notice shall be <br /> given by posting the premises, if possible; or if not possible, by <br /> posting such notice at the Louisville City Hall, the Louisville Police <br /> Department or the Louisville Municipal Court. <br /> 6 Upon the discovery of any nuisance on public or <br /> private property within the City that poses an imminent danger of <br /> damage or injury to or loss of life, limb, property or health, the <br /> authorized inspector may give notice, verbally or in writing, that it <br /> shall be abated by the City, unless properly abated by the owner or <br /> occupant within twenty four (24) hours of the giving of such notice, <br /> or such lesser period of time as the authorized inspector believes is <br /> reasonable <br /> 7 In the case of any such nuisance in or upon any street <br /> avenue, alley, sidewalk, highway or public place in the City, the <br /> chief of police or other authorized inspector may abate the same <br /> forthwith without such notice being given <br /> ' C Procedure <br /> 1 The owner and/or occupant duly served with notice of <br /> a nuisance may protest such designation no later than twenty four <br /> (24) hours before the expiration of the final date to abate the <br /> nuisance named in the notice to abate The protest must be filed in <br /> writing with the City Manager's office <br /> 2 Should any such nuisance, within or upon any public <br /> or private premises not be abated forthwith after the notice provided <br /> in subsection A of this section is given, the City Manager or <br /> designee may declare such to be a nuisance and order the chief of <br /> police or the chiefs designee to abate the nuisance. <br /> 3 In the event the owner and/or occupant protests the <br /> City Manager or designee's decision, such person has the right to <br /> Ordinance No. 1707,Series 2015 <br /> Page 5 of 14 <br />
