Louisville City Council Meeting <br />March 4, 2003 <br />Page 7 <br /> <br />UPDATE - SOUTH SUB-AREA COMPREHENSIVE PLAN AMENDMENT <br /> <br />Davidson called for Staff presentation. <br /> <br />City Manager Bill Simmons reported on the March 4, 2003 meeting of the South Sub- <br />Area Group, where stakeholders STK, St. Louis Catholic Church and Avista Hospital <br />made presentations. He stated there were discussions relating to the financial framework <br />where consensus was reached. There was also a discussion of goals and those goals <br />would be presented to for Council consideration on a south sub-area plan amendment. <br /> <br />Planning Director Paul Wood reported on the statements of guiding principles, which <br />were written based on direction from a recent joint City Council, Planning Commission <br />work session. Staff consolidated statements from previous goal documents to be more <br />specific. Finance Director Charlene Laus prepared a financial framework to examine the <br />cost of growth in the South Sub-Area and stakeholders were asked to express their goals. <br />Some of the description titles and terminology used was broad and generic. Staff <br />received a response on the goal statements from STK. Wood stated the next step would <br />be to part from the steering group and move toward a public process. <br /> <br />John Leary, 1116 LaFarge Avenue, Louisville, CO 80027 addressed the South Sub-Area <br />Comp Plan and stated there are philosophical issues, which are misleading and deal with <br />amending the comprehensive plan. He stressed any amendment to the plan would impact <br />the entire City of Louisville and felt the proposed amendments are inconsistent with the <br />current comprehensive plan. He asked the following questions: 1) Does the current <br />comprehensive plan adequately meets the needs of the citizens of Louisville? 2) If an <br />amendment would add to the City's tax base and expense base? He noted the current <br />process appears to be for the benefit of the stakeholders. Although it is permissible for <br />the City Staff to work with stakeholder to address a Comp Plan amendment request and <br />for the Planning Commission and City Council to provide City Staff guidance on what <br />issues should be addressed in a comp plan amendment, the Steering Committee should <br />not make recommendations to the Planning Commission or City Council, as those Boards <br />have separate public hearing requirements. <br /> <br />COUNCIL COMMENTS <br /> <br />Davidson stated two basic questions require answers: 1) Does the City want Storage Tek <br />to develop approximately 1000 residential units and would it benefit the citizens of <br />Louisville? 2) Does the City want to annex the 80 acres of unincorporated land and <br />should it be developed or should it remain rural preserve? He suggested scheduling the <br />matter to the next Council meeting for further discussion. <br /> <br />Brown stated the land use question for the City is whether the City should control the <br />development by limiting further residential growth and integrate with open space <br />programs. He noted with residential development comes other issues including <br />transportation, and access concerns. He suggested revising the list of goals. <br /> <br />7 <br /> <br /> <br />
