Louisville City Council Meeting <br />March 4, 2003 <br />Page 8 <br /> <br />Brown stated Council must determine the future of the steering committee and proceed <br />with the amendment to the comp plan. <br /> <br />Sisk noted the Comprehensive Plan was adopted in 1989 and had numerous changes <br />since its adoption. He agreed an amendment to the Comp Plan would affect the entire <br />City of Louisville and urged Council to decide on what direction the City should take. <br />He stated the Council should determine what the benefits are to the City, and at what <br />costs. He suggested Council schedule a special meeting devoted entirely to the South <br />Sub-Area Plan. He stated Council must decide whether Staff will be given direction to <br />amend the comp plan. He suggested a joint meeting with the Planning Commission and <br />public involvement. <br /> <br />Keany agreed with the comments voiced by Council members Brown and Sisk. He <br />stated there should be in-depth discussion on the goals and policy set. As to whether <br />there should be residential development or not, he stated it would depend on the benefit <br />to the citizens. With regard to the impact of residential growth, he stated it would depend <br />on whether it is single-family homes or multifamily units and noted there are other issues <br />to be considered, such as transportation. He stated Council would have to make tough <br />policy decisions. <br /> <br />Brown noted the current zoning of STK is industrial and there was discussion relative to <br />the types of uses that could go on the property. One suggestion was warehousing, which <br />would create significant traffic and noise and may not be the best use for the property. <br />He suggested Council look at compromise and benefits to the entire City. He voiced his <br />support of a special meeting to discuss the South Sub-Area. <br /> <br />Levihn noted the issues are also frustrating for all the stakeholders and the committee <br />members. He stated the financial plan has met with consensus among the committee <br />members. He stressed with all the land use changes in the area and in nearby Broomfield, <br />the Comprehensive Plan is outdated. He emphasized it is important for the Council and <br />the Planning Commission to meet at a special meeting and discuss the issues. <br /> <br />MOTION: Davidson moved that Council hold a Special Meeting on Wednesday, March <br />12, 2003, at 7:00 p.m., seconded by Sisk. All in favor. <br /> <br />Leary offered suggestions for Council to consider at the March 12, 2003 meeting. 1) <br />Residential units be examined as follows: cost of residential units; sales tax benefits, and <br />the associated service costs. 2) Leakage from industrial property uses would require <br />monitoring. 3) Breakdown between residential and non-residential should also include <br />office, industrial, and retail, as each service has a different cost for City services. He <br />asked if Council is talking about amending the Comp Plan or reacting to a request to <br />amend the Comp Plan. He noted any amendment to the Comprehensive Plan would <br />significantly impact the City. <br /> <br /> <br />
