SIGNING

PUBLIC COMMENTS - ON ITEMS NOT ON THE AGENDA

Davidson called for anyone in the audience wishing to speak on any
items not on the Agenda.

Scott Kranker, 223 Lois Drive, Louisville, Colorado, represented
hundreds of past and present swim team members who had been coached
by Randy Carnival. Many of these supporters were in the audience
to show their support of Mr. Carnival and his 19 years of coaching.
They requested that Council ask Mr. Carnival to continue on as the
Head Coach of the Dolphins. They had received donations from the
numerous families of the Dolphins, enough to have a cashiers check
in hand to pay Mr. Carnival's wages, since with the current Ethics
Ordinance in place, Council felt it was inappropriate to pay Mr.
Carnival. Kranker stated that they felt that by not funding Mr.
Carnival's coaching this year, a mishandling of the "letter of the
law" was occurring. Kranker asked for Council's support in asking
Mr. Carnival to return to coach the Dolphins.

James Bruning, 7137 Carter Trail, Boulder, Colorado, spoke in
support of Mr. Carnival, stating that the swim team was the main
thing he heard about after moving here two (2) years ago. He
stated that he would like to see Mr. Carnival continue on as the
swim team coach. He felt that what Council had done to and said
about Randy Carnival was out of place, since Council is there to
support the people's wishes.

Davidson called for anyone else in the audience who wished to speak
on any item not on the Agenda.

Davidson closed the public comments.

REGULAR BUSINESS

Lathrop:

So these people don't have to wade
through something in the order of
nine (9) Agenda Items, I would like
to ask the Mayor to make an
exception to the Rules of Procedure,
so we could address this issue at
the present time.

Howard:

I thought that we had already
covered this item two (2) Council
meetings ago and that the only way
that it could be brought back before
