the problem, then I don't believe <br />Mr. Carnival has an argument with <br />this Council. We've said, be swim <br />team coach, that's fine. We've also <br />said that we're going to stick with <br />our ordinance, because we feel, for <br />a large number of reasons, that it's <br />a good ordinance. If the true issue <br />here is one of money, I have to take <br />exception only with bringing kids to <br />this body to try to bring someone <br />their salary. If that is the case, <br />I don't like that much, at all. The <br />evidence that I have seen, so far, <br />is that never has it been a question <br />of whether or not Mr. Carnival could <br />be a swim team coach. The only <br />question has been whether or not he <br />could be paid. Mr. Carnival sought <br />legal advise and was told that the <br />ordinance was legal and valid. Our <br />City Attorney believes that the <br />ordinance is legal and valid. In <br />fact, before a name was put on the <br />ordinance, the seven (7) members of <br />this Council believed that the <br />ordinance was a good one. If you <br />feel strongly that you need Mr. <br />Carnival as'your swim team coach, no <br />one on this Council has said he <br />cannot be. If you feel, however, <br />that Mr. Carnival needs to be paid, <br />then that is against the law. There <br />is no reason for any animosity, <br />whatsoever. <br /> <br />Mayer stated that he truly felt that what this Council did had been <br />grossly misrepresented. He stated that it is obviously false that <br />Council will not allow Mr. Carnival to continue as swim coach. He <br />felt that it would reflect poorly on Council, if they did change <br />the ordinance. <br /> <br />Davidson stated that it took over two (2) years to develop the <br />Ethics Ordinance and, therefore, he didn't feel Council should <br />change it rapidly. The Ethics Ordinance does not prevent Mr. <br />Carnival from being a swim coach.
