City„ <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5B <br />SUBJECT: <br />DATE: <br />PRESENTED BY: <br />APPROVE LIBRARY CONSORTIUM AGREEMENT BY AND <br />BETWEEN THE FLATIRONS LIBRARY CONSORTIUM AND THE <br />CITY OF LOUISVILLE FOR SHARED LIBRARY SERVICES <br />DECEMBER 1, 2015 <br />BETH BARRETT, DIRECTOR OF LIBRARY <br />AND MUSEUM SERVICES <br />SUMMARY: <br />The Louisville Public Library has been a member of the Flatirons Library Consortium <br />(FLC) for over fifteen years, along with the Boulder Public Library and Broomfield's <br />Mamie Doud Eisenhower Public Library. We share a library catalog, a variety of library <br />services, and freely swap library materials for our combined user base. This successful <br />partnership has led to a desire for the nearby public libraries in Lafayette and Longmont <br />to join the Consortium, which in turn precipitated changes to our existing three - member <br />agreement. That revised agreement is attached. <br />The primary objectives of the agreement are for the FLC to operate an integrated library <br />system (ILS), to share resources, and to improve the ability to negotiate pricing for joint <br />subscriptions to bibliographic databases and other library services. <br />FLC libraries will be migrating to a new platform of the integrated library system in 2016. <br />Because migrations are rarely without challenges, the three founding FLC members will <br />migrate in January, with Longmont and Lafayette coming along in March and <br />September, respectively. <br />FISCAL IMPACT: <br />Louisville's share of the cost in 2016 is $33,228. This is higher than originally <br />anticipated, when it was assumed that the agreement would apply to all five libraries for <br />the entire year. This higher cost is the result of the staggered starts described above. <br />However, the Consortium will improve efficiency and enhance bargaining power, <br />resulting in lower costs over time. As noted in the included Attachment `A,' costs for <br />2017 are projected to fall to $29,763 in 2017, when all five libraries are full members for <br />the entire year. <br />RECOMMENDATION: <br />Approve the attached agreement with the Flatirons Library Consortium <br />ATTACHMENT(S): <br />1.
