The Council asked the City <br />Manager to find an extra 1 million for street maintenance, as road conditions are getting <br />dire. Council wants to allow the general fund reserves to recover to where they were <br />before the flood. Council plans to transfer $250,000 from the general fund to the Open <br />Space & Parks Fund in recognition of the fund's contributions towards Parks. The goal <br />is to ensure that there is sufficient money in the Open Space & Parks Fund to buy the <br />top three target properties ($3.5 million). The budget included $152,000 towards trails <br />wayfinding. There was a discussion about the ranger position, including a conversation <br />about whether the ranger's role should include enforcement rather than just education <br />(as was the emphasis in 2015). Many Council members were in favor of making Open <br />Space Ranger into a full -time position. Council favored increasing contractors for weed <br />control and increasing mowing. In January, the Council may start discussing whether <br />they should go to a two -year budgeting cycle. Ember pointed out that the phasing of the <br />trail construction and the sign fabrication is slightly different than initially proposed. <br />Christopher asked what the status of the Bullhead Gulch railroad underpass was. He <br />lives in Steel Range, and when he bought his property the property- owners and <br />developers payed into a fund for the underpass and they were told it would be built in <br />2013. Jeff said that it has been hard to get BNSF to commit to underpass planning. <br />X. Discussions: Develop Response to Lafayette's Open Space Advisory <br />Committee Update <br />The City of Lafayette's Open Space Advisory Committee sent Louisville's OSAB <br />a friendly letter outlining recent news in their Open Space program. Helen asked <br />whether OSAB should reply in kind. Laura suggested that if Helen drafted a letter in <br />reply, the board could comment on it by email. <br />XI. Discussions Item: Rescheduling & Discussion Items for November Meeting <br />November meeting is scheduled for November 11th, which is a Louisville staff <br />holiday (Veteran's Day). The board chose to have the meeting on the 18th instead. It <br />would probably be held at the new City Services Building, as reserving its conference <br />room would present no problem. <br />Ember asked the board for its thoughts about social media and Open Space. <br />Laura was skeptical that dedicating much time to maintaining an Open Space Facebook <br />page would be a good use of staff time. Missy suggested that she'd like to see <br />examples of Municipal Open Space Facebook pages done "right." She also suggested <br />plugging into existing Facebook networks like the 0027, though that could present <br />complications. Missy suggested asking the Youth Advisory Board for their input. <br />The board would like Sean McCartney to present the Planning Wayfinding <br />presentation in December. <br />XII.
