Exhibit A — Scope of Services <br />2016 Project Goals <br />1) Serve as the MCC's professional advisor and representative in connection with all matters <br />involving the RTD, the Colorado General Assembly, the Governor's Office, CDOT HPTE <br />and DRCOG. <br />2) Monitor and ongoing reporting of actual or anticipated legislation or other policy decisions <br />under consideration of particular interest to the MCC. <br />3) Ensure NAMS priority projects on any "lists" at the state level that might move forward at <br />the legislature or onto the ballot. <br />4) Communicate or assist with the communication of the MCC interests and positions on <br />transportation matters to RTD, state legislators, the Governor's office, CDOT, DRCOG and <br />other leaders at the capitol as necessary. This may involve assistance with arranging meeting s <br />between MCC representatives and Colorado transportation leaders or with preparing MCC <br />representatives for such meetings. <br />5) Regular communication with the MCC and attendance on an as needed basis of MCC <br />meetings which take place at least monthly at locations that currently alternate between <br />Broomfield and Superior. <br />6) Close communication and coordination with the MCC's existing federal lobbyists, Grayling <br />and Levon Boyagian. <br />MCC's Legislative Interests: The scope of issues of concerns to the MCC is captured in the <br />attached April 9, 2015 letter from the MCC to RTD, and its attachment, the "NAMS Local <br />Stakeholder Consensus Document (Exhibit C)." The MCC will from year to year focus on select <br />priorities from this document, and will rely on advice from the chosen state lobbyists to make <br />those decisions. <br />2016 Priorities <br />1. US 36 BRT System <br />a. Church Ranch Boarding Platforms <br />b. Improvements to Westminster Center Pedestrian Bridge <br />c. Structured Parking in Broomfield <br />d. First and Final Mile Connections <br />e. Operating Plan Improvements <br />f. Bus -on- Shoulder legislation <br />2. Arterial BRT <br />a. State Highway 119 from Longmont to Boulder is the highest priority arterial <br />BRT corridor. <br />
