Griffiths: <br /> <br />It became law without the Governor's <br />signature on May 4, 1993, at 12:01 <br />a.m., which meant that it passed the <br />General Assembly, was submitted to <br />the Governor for a signature, and <br />apparently sat on his desk for <br />however long it must sit on his desk <br />until it becomes law without his <br />signature. <br /> <br />Davidson: <br /> <br />So, from May 4 the City Clerk should <br />have accepted it? <br /> <br />Griffiths: <br /> <br />From that point on, any petition <br />formally submitted to the City Clerk <br />was a petition under this Bill. <br /> <br />Davidson: <br /> <br />If the City Clerk would have <br />accepted it, this title setting <br />would have taken place the first or <br />second meeting in June. So, the <br />fact that the City Clerk did not <br />accept it, was required to, the <br />petitioners are now asking that we <br />hold a special meeting to set the <br />title. It behooves the city that in <br />all fairness to the petitioners, <br />since the City Clerk delayed the <br />acceptance of the petition for title <br />setting, that we are therefore <br />obligated to adhere to their wishes. <br />If they gain the proper number of <br />signatures, we should just adopt it <br />and send it on to the voters, rather <br />than just sending it on to the <br />voters and that clarifies any issues <br />about the title. <br /> <br />Griffiths: <br /> <br />I would not know whether or not the <br />City Clerk didn't accept it early or <br />not. As any comments I made should <br />not include an assumption that the <br />City Clerk didn't accept it earlier. <br /> <br />Sisk: <br /> <br />If the Council, upon the requisite <br />number of signatures, 450, accepted <br />that and put it on the ballot, would <br />that mean that there could be no <br />scrutiny by the protester? <br /> <br />Griffiths stated that the Council can say that it has enough <br />signatures and it's going to go on the ballot, or the Council <br /> <br /> <br />
