DISCUSSION/DIRECTION - PRELIMINARY PUD AND SUBDIVISION PLAN FOR <br />CENTENNIAL VALLEY - PARCEL O - COMMERCIAL CENTER <br /> <br />Paul Wood, Planning Director, stated that the parcel is 42 acres in <br />area, zoned PC, located east of McCaslin, north of Dillon, south of <br />Cherry Street, west of Dahlia Street. The preliminary PUD shows <br />the location of two "anchors" respectively located on Lots 1 and 2, <br />with Lot 1 being 125,000 s.f., with an expansion area, potentially <br />up to 230,000 s.f. Lot 2 being 70,000 sof. Lots 3 - 9 are <br />perimeter lots, which would each come before Council as their own <br />individual PUD. As far as access to this property, the proposed <br />PUD represents a full turning movement on McCaslin and two full <br />access median breaks on Dillon Road, as well as taking advantage of <br />the existing median break on Cherry Street, with providing an <br />additional right-in/right-out on Cherry Street. He stated that a <br />transportation study has been prepared and is currently being <br />reviewed by the Public Works Department. Wood stated that a <br />special meeting of the Planning Commission had been set to review <br />the preliminary PUD for July 19, 1993 at 8:00 p.m. The issues that <br />will be raised are: <br /> <br />1.) <br /> <br />3.) <br />4.) <br />5.) <br /> <br />The application of landscape and design standards. <br />Building heights and how those would be affected by <br />changes to the grade. <br />Parking ratios, traffic circulation, and ingress/egress. <br />Pedestrian circulation. <br />Signage with respect to number, location, and size. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Don Shonkwiler, Homart Development, stated that instead of there <br />being two anchors, one being an extraordinarily large anchor, there <br />will be three anchors. One will be in the 50,000 s.f. range, <br />possibly a grocery store; one large anchor that's currently <br />indicated at 230,000 s.f. will in fact be 126,000 s.f. initially, <br />with an ability to expand an additional 30,000 s.f.; then, they <br />have an opportunity to expand the third anchor to about 105,000 <br />s.f. The target market for that would be something in the "home <br />improvement" range. The uses that they have currently indicated <br />for the perimeter pads are banks, a gas station site, a fast food <br />outlet, and a sit-down restaurant. They are also attempting to <br />work with daycare operators for an additional day care site in that <br />end of Louisville. He stated that the landscaping and the design <br />standards for this property will be created by Homart Development, <br />as they are the premiere shopping center developer in the United <br />States and have great expertise in this area. He stated, <br />concerning height, that the height and profile on the three anchors <br />will be similar to what is at Louisville Plaza. The perimeter <br />users, particularly the banks, will probably be two-story units. <br />The only signalization that will be required will be on McCaslin <br />Boulevard between Cherry Street and Dillon Road.
