Dan Blankenship, City Engineer, stated that Public Service is well <br />aware of the situation and has been working with the contractor. <br />Public Works has been fielding complaints and questions from the <br />residents of Mesa Point. He explained that what happened was the <br />contractor had been placing the chip seal and a storm came in that <br />evening. He stated that it takes some time for the asphalt to cure <br />(for the water to evaporate out of the asphalt). When the moisture <br />from the storm landed on the uncured asphalt, it kept the asphalt <br />liquid, which made it run into the gutters. He explained that it's <br />almost impossible to pick it up in a liquid state. Public Works <br />had the contractor spread additional chips and put dust to mop up <br />the emulsion. The contractor did some sweeping. If it were <br />cleaned up too rapidly, they would have to use solvents. The <br />contractor is due back in Louisville in a week. Blankenship has <br />asked them to do cleaning the first thing, when they get back. <br /> <br />Sisk urged Public Works and the City not to schedule the <br />maintenance consistent with the contractor's schedule, but <br />consistent with the city's schedule. He wanted the contractor to <br />take care of this immediately, not a week away. <br /> <br />Blankenship stated that he would contact the contractor and express <br />the city's wishes to see if something couldn't be done as soon as <br />possible. The Proclamation will be mailed to <br />the Arts & Humanities Council. <br /> <br />DISCUSSION/DIRECTION - BOULDER V~LTmy SCHOOL DISTRICT IMPACT FEES <br /> <br />Davidson stated that BVSD last Thursday adopted Resolution No. 93- <br />11 and in the Resolution the BVSD is requesting that cities within <br />the BVSD to adopt a school impact fee or other means of providing <br />an equivalent amount of funding for the School District to help pay <br />for growth related costs.
