for Scripps Howard, but because of its <br />location, the heavy truck traffic, and <br />the inability for Scripps Howard to work <br />out an arrangement with other property <br />owners to get that road paved, nothing <br />has been done. They are exploring <br />opportunities to reopen a new office in <br />Louisville. Griffin knows Scripps Howard <br />isn't perfect, but they are growing and <br />improving. <br /> <br />Sisk was concerned that there isn't a local office, which is in <br />violation of the franchise agreement. Sisk asked Griffin if he was <br />saying that there was an alteration of the franchise agreement by <br />then Mayor Fauson and then Administrator Hundley. He wondered if <br />there is a written agreement to that and a Council vote on it. <br /> <br />Griffin: <br /> <br />No, there was not. I could research <br />some of my records and find some <br />letters and correspondence. It was, <br />basically, what we felt was in the <br />customer's best interest. <br /> <br />Sisk: <br /> <br />I would like to resurrect that <br />"gentleman's agreement," because I <br />think there are some things that <br />really concern me, as far as being <br />an integral part of, as far as I'm <br />concerned, "Louisville Cable." I <br />want to see someone that's <br />responsive to the citizens of <br />Louisville. I will insist that an <br />office be re-instituted in that the <br />agreement has been violated. <br /> <br />Griffin stated that he felt at that time that he was serving the <br />interests of Louisville by responding to a request that came from <br />the Mayor and the City Manager at that point in time. It was never <br />an intent to evade any provisions of the franchise. <br /> <br />Sisk formally asked Griffin and Annette Brand, City Administrator, <br />to see what correspondence the city has formalizing that agreement <br />that was made. Concerning the advertising fees now being paid to <br />the City of Louisville, there was an indication that Scripps Howard <br />would be paying the city based upon the Home Shopping Network and <br />the Liberty Networks. Sisk wanted an update on that. <br /> <br />Griffin: <br /> <br />I'll verify that, but I believe that <br />those payments are included in the <br />franchise fee payments now.
