Cityof Department of Planning and Building Safety <br />Louisville 749 Main Street • Louisville CO 80027 • 303.335.4592 • www.louisvilleco.gov <br />COLORADO • SINCE 1878 <br />MEMORANDUM <br />To: Historic Preservation Commission Members <br />From: Department of Planning and Building Safety <br />Subject: Historic Structure Assessment <br />Date: January 11, 2016 <br />The HPC Historic Structure Assessment subcommittee and staff have worked <br />with to update the requirements for Historic Structure Assessments. This <br />includes creating qualifications for professionals conducting HSAs and <br />developing a scope of work for the HSAs. <br />The subcommittee proposes that all professionals conducting HSAs meeting the <br />Secretary of Interior's Professional Qualification Standards for Historic <br />Architecture: <br />The minimum professional qualifications in historic architecture are a <br />professional degree in architecture or a State license to practice architecture, <br />plus one of the following: <br />1. At least one year of graduate study in architectural preservation, <br />American architectural history, preservation planning, or closely related <br />field; or <br />2. At least one year of full -time professional experience on historic <br />preservation projects. <br />Such graduate study or experience shall include detailed investigations of <br />historic structures, preparation of historic structures research reports, and <br />preparation of plans and specifications for preservation projects. <br />This does not require that HSAs be conducted by licensed architects. The City of <br />Louisville would send out a Request for Qualifications to create an updated list of <br />"pre- qualified" professionals. <br />The draft Historic Structure Assessment Scope of Work attached is modified from <br />the State Historic Fund. This would be available to property owners and <br />professionals conducting HSAs. <br />
