Call to Order- Helen called the meeting to order at 7:05 pm. <br />II. Roll Call - <br />Board Members Present: Helen Moshak, Mike Schantz, Christopher Smith, <br />Laura Scott Denton, Missy Davis, Spencer Guthrie <br />Board Members Absent: Linda Smith <br />City Council Members Present: Jeff Lipton (arrived at 8:30) <br />Staff Members Present: Ember Brignull, Sean McCartney <br />III. Approval of Agenda - <br />Helen commented that we will move the budget discussion item to the end, so <br />Jeff can be present (Jeff was at the Rec Center presiding over a Rec Center expansion <br />project public open house). Mike moved to approve the agenda with the aforementioned <br />change. Christopher seconded. The motion was passed unanimously. <br />IV. Approval of Minutes - <br />Christopher commented that there were a few typos on page 5 of the minutes. <br />Ember pointed out that there were two letters from citizens that were included in the <br />minutes. Christopher moved to approve the minutes with the aforementioned spelling <br />corrections. Missy seconded. The motion was passed unanimously. <br />V. Public Comments on Items Not on the Agenda - <br />A. Steve Rasor— 409 Majestic View Drive— Mr. Rasor passed out recent <br />photos he took near the Davidson Mesa Dog Off -leash Area. They were photos of dog <br />waste on the property which were left un- disposed of. He said the photos are typical of <br />the large quantities of dog waste left on the site. He also shared maps of the <br />neighborhood drinking water wells that are being impacted by the dog waste during <br />water run -off events, such as summer storms (the locations of which have been omitted <br />from the minutes by Mr. Rasor's request). He included CDC reports about the potential <br />deleterious impact of dog waste on human health. He read a letter that re- iterated that <br />his property and those of his neighbors are being adversely impacted by the dog off - <br />leash area. He has been coming to OSAB to ask for the board's support in his proposal <br />to move the Dog Off -Leash Area. He argues that benefits would include the re- seeding <br />of the current social trails and the prevention of run -off leaving the property. He asked <br />that the CIP currently dedicated to raising the dog park trail would be better dedicated to <br />re- seeding, and suggested that raising the dog park trail would actually be even worse <br />for washing dog waste onto his property. He also wants to see better enforcement of <br />waste clean -up. Mike commented that he also perceives all the issues Mr. Rasor points <br />out, as he is up at Davidson Mesa a lot. He suggested that citizen support for the <br />enforcement role of the Open Space ranger program might be helpful.
