City Council Finance Committee Meeting Minutes 12/14/15 Page 5 of 7 Finance Director, Kevin Watson presented a draft of a Resolution to set certain City fees, rates and charges. Director Watson stated that the schedules provided include the fees required to be approved by City Council as well as the fees, rates, and charges permitted to be approved by the City Manager. Director Watson stated that extensive changes were made to the fees for Parks and Recreation to set resident and non - resident rates and also to the fees for the Golf Course. Council Member Maloney commented that in a letter from Director Joe Stevens, there were "senior rates" for the Golf Course, but that he didn't see any senior rates indicated in the new schedule of fees for the Golf Course. City Manager Fleming stated that he believes those senior rates as well as many other promotional rates, fall within the pricing ranges of the greens fees rates provided. Member Maloney stated a better definition of the types of fees covered within the pricing ranges would be beneficial. Council Member Stolzmann commented regarding the increase in the Trash and Recycling Administrative Fee, specifically asking if it might be more appropriate to show the increase on customers' bills as a recycling increase, if it is in fact to cover increased recycling costs. City Manager Fleming stated that part of the increase is to cover the recycling increase, but also part of the increase is to build reserves in the fund to help eliminate timing shortfalls. Member Stolzmann stated that the annual schedule of fees is a topic she would like discussed at the Special Finance Committee Meeting scheduled for December 15, 2015 at 6:00 p.m. to set planning goals for 2016. SALES TAX REPORTS FOR THE MONTH ENDED OCTOBER 31, 2015 The Tax Manager presented the monthly sales tax reports for the period ended October 31, 2015. Council Member Stolzmann requested a summary of the BAP rebates issued to date. Director Watson stated that the information could be provided in summary due to confidentiality issues.
