City Council <br />Special Meeting Minutes <br />January 19, 2016 <br />Page 4 of 25 <br />COUNCIL COMMENT <br />Council member Maloney inquired whether the roadway would actually be open in six <br />months or would the bridge just be replaced. Public Works Director explained the six <br />months benchmark is when the project is complete and the roadway is open. He <br />stressed the opening would be contingent upon the weather. <br />Council member Maloney noted Hamilton was the low bidder. He asked Public Works <br />Director Kowar for his comfort level with this construction firm. Public Works Director <br />Kowar stated he was very comfortable with the firm. Because it is a CDOT project, it <br />came with more requirements. He noted any of the bidders would be qualified to <br />complete the bridge project. <br />Council member Stolzmann explained this is a huge priority for the City Council and the <br />Public Works Department. She felt there should be a City Council study session where <br />Council could look at the results of the flood and the lessons teamed. She stated the <br />bridge will cost one million dollars less than expected, and she wondered if Council <br />would have waited this long to have the bridge replaced had they known the actual cost. <br />MOTION: Mayor Muckle moved to award the bid for the 95th Street Bridge Replacement <br />to Hamilton Construction Company in the amount of $1,817,175.20, authorize a project <br />contingency of $181,717.52, and authorize the Mayor, Public Works Director and City <br />Clerk to sign and execute contract documents on behalf of the City and approve funds <br />for additional design and construction management services for Michael Baker Jr. Inc., <br />per their proposal fee of $47,582.17. The motion was seconded by Mayor Pro Tem <br />Lipton. Roll call vote was taken. The motion carried by a vote of 7 -0. <br />Mayor Muckle referenced the process and noted this is the last really big construction <br />project resulting from the flood.
