Government -Wide Financial Analysis <br />Net Position <br />As of December 31, 2014, the City's assets and deferred outflow of resources exceeded its <br />liabilities and deferred inflow of resources by $214.3 million (Figure 3). This amounts to an <br />increase in combined net position of $11.8 million, or 5.8%, from 2013 to 2014. The largest <br />portion of the City's net position (77%) reflects its investment in capital assets (e.g., land, <br />buildings, machinery, and equipment), less any related debt used to acquire those assets that is <br />still outstanding. The City uses these capital assets to provide services to citizens; <br />consequently, these assets are not available for future spending. Sales and use tax are the main funding source for the City's governmental activities. <br />Charges for services are the main funding source for the City's business -type activities and <br />account for 30% of all City revenue. The City's largest expenses come from business activities <br />that include water, wastewater, storm water, solid waste, and golf course services (Figure 5). <br />15 <br />
