City of Louisville <br />Notes to the Financial Statements <br />December 31, 2014 <br />Note 1: Summary of significant accounting policies <br />The City of Louisville (City) was founded in 1878 and incorporated in 1882. The <br />registered electors voted to become a home rule city on November 6, 2001 under <br />the provisions of Article XX of the Constitution of the State of Colorado. The City is <br />a municipal corporation governed by an elected mayor and six -member council. <br />The financial statements of the City have been prepared in conformity with <br />generally accepted accounting principles (GAAP) as applied to governmental units. <br />The Governmental Accounting Standards Board (GASB) is the accepted standard - <br />setting body for establishing governmental accounting and financial reporting <br />principles. The more significant of the City's accounting policies are described <br />below. <br />A. Reporting entity <br />The accompanying financial statements present the City and its component units, <br />entities for which the government is considered to be financially accountable. <br />Blended component units are, in substance, part of the City's operations, even <br />though they are legally separate entities. Thus, blended component units are <br />appropriately presented as funds of the City, the primary government. A discretely <br />presented component unit is reported in a separate column in the government - <br />wide financial statements to emphasize that it is legally separate from the City. <br />Governmental Accounting Standards Board (GASB) Statement 61, The Financial <br />Reporting Entity: Omnibus an Amendment of GASB Statements No. 14 and No. <br />34 provides additional criteria for classifying entities as component units to better <br />assess the accountability of elected officials by ensuring that the financial reporting <br />entity includes only organizations for which the elected officials are financially <br />accountable or that are determined by the government to be misleading to exclude. <br />The City presently has one blended component unit included within the reporting <br />entity; the Urban Revitalization District, which is presented as a special revenue <br />fund. The City Council is essentially the governing body of the District, but <br />appoints the Louisville Revitalization Commission (LRC) to oversee the general <br />operations of the District. The City provides all administrative, financial, and legal <br />support services to the District. By Cooperation Agreement between the City and <br />the LRC, the City Council must approve the District's budget, expenditures made <br />by the District, the issuance of debt, and the execution of contractual obligations. <br />The City has no discreetly presented component units. <br />B. Government -wide and fund financial statements <br />The government -wide financial statements (i.e., the Statement of Net Position and <br />the Statement of Activities) report information on all of the activities of the primary <br />government. For the most part, the effect of interfund activity has been removed <br />from these statements. Exceptions to this general rule are charges for interfund <br />services that are reasonably equivalent to the services provided. Governmental <br />activities, which normally are supported by taxes and intergovernmental revenues, <br />are reported separately from business -type activities, which rely to a significant <br />extent on fees and charges for support. <br />40 <br />
