Open Space Advisory Board <br />Minutes <br />January 13th 2015 <br />Page 2 of 4 <br />E. Staff is making plans for working with the Youth Corp this summer. The Youth <br />Corp will split their time between City Open Space, Parks, the Coal Creek Golf Course, <br />and the Recreation /Senior Center. <br />F. Ember met with the City of Boulder about their ADA trails website. Staff is <br />now putting together a pilot webpage similar to the City's that can help guide people with <br />mobility issues to appropriate trails. Staff would like to include a video component that <br />shows particular ADA challenges, so that individuals can decide for themselves whether <br />a trail is appropriate. Ember put out a request for volunteers with video - editing skills. <br />Laura commented that this might make a fun and useful Eagle Scout project. <br />G. There will be construction beginning at the Harney Lastoka property to do the <br />urban drainage outfall project that the board reviewed this past fall. The trails on the <br />interior of the property will be closed until Sept 1, but there will be a temporary trail <br />detour on the east property line which will connect Coal creek Trail to South Boulder <br />Road. This project should not impact the Seventh Generation organic farm and the <br />historic homestead. <br />H. Staff is working on prairie dog mapping. Joe has requested that this map be <br />shared with the City Manager. This will occur next week. <br />I. Ember informed the board that the City Council has cancelled the February <br />joint study session with OSAB. Council is re- evaluating the study session process. <br />VI. Board Updates - <br />A. Introduction of Board Members and New Board Member: Graeme Patterson. <br />The board introduced themselves, giving their names, their relevant background, years <br />on the board, OSAB projects that they are particularly proud of, and OSAB projects that <br />they are looking forward to. Graeme introduced himself to the board. He has done <br />research on the human impacts upon freshwater ecology in both England and the Rift <br />Valley lakes of eastern Africa. He also ran the Africa program at the Bronx Zoo in New <br />York City, which involved managing multiple African conservation ecology field <br />programs. Along with his research and management experience, Graeme also has <br />teaching experience. He currently works for NEON in Boulder, helping run the <br />operations of the long -term ecological monitoring network across the United States. He <br />has particular interests in conservation and biodiversity management. The board <br />enthusiastically welcomed him. <br />B. Missy told the board that CU's Environmental Studies Department is <br />presenting a talk on the past and future of Boulder City and County open space land. It <br />will be on Wednesday, January 20th, from 6 -7pm at the CU Sustainability, Energy, and <br />Environment Complex on Colorado Ave. and Foothills. The presenters are Luis Benitez, <br />the head of Colorado's Outdoor Recreation Industry Office (a newly- created office in the <br />Colorado Governor's cabinet) and David Theobald, a scientist at Conservation Science <br />Partners. Ember will email the program announcement to the board. <br />C. Mike reported that he is seeing a huge increase in bad dog habits at Davidson <br />Mesa since the seasonal ranger program ended in October 2015. Ember told the board <br />that Joe's current direction is that the new permanent Open Space ranger position will <br />be mostly enforcement - directed with education programs that are directly related to <br />municipal code issues. Mike would like to have a discussion item on next month's <br />agenda about enforcement vs. education for the ranger position. The board generally <br />felt that a more balanced position would be most aligned with its vision for this roll, but it <br />needs a formal, open meeting discussion. Mike requested that Joe put off posting the <br />job position until after OSAB meets in February, as this is an issue OSAB cares greatly <br />about.
