Open Space Advisory Board <br />Minutes <br />January 13th 2015 <br />Page 3 of 4 <br />asked whether the police were going to step up their code enforcement on Open Space <br />properties, recalling that last year Chief Hayes talked about his intention to get his <br />officers onto city Open Space. Ember replied that she would ask the Police Department <br />to share their 2015 activities related to enforcement on Open Space and will share <br />findings at the next meeting. <br />D. Missy visited a successful, 20 acre, dog off -leash area in Minnesota and was <br />hoping that we could discuss dog parks. Missy pointed out that this is a regional issue: <br />members of other communities use our spaces and she was wondering if maybe <br />Louisville could investigate co -owned properties with Superior or Lafayette. Helen <br />thought this might be something that the board could discuss in joint meetings with other <br />cities' open space advisory boards. <br />E. Linda attended the Colorado Open Space Alliance Conference in the fall. <br />She thought it was very interesting and shared some of the things she learned. <br />Apparently 40% of GOGO funds go to local government projects, 10% to state projects, <br />50% to parks and wildlife. It is projected that between 2015 -2050, one million acres of <br />land in Colorado will be lost to development. Today's kids average 4 -7 minutes outdoors <br />each day. She also reported on the black- footed ferret reintroduction project up near <br />Fort Collins, and the "Peaks to Plains" Trail that is being built along Clear Creek in <br />Jefferson and Clear Creek Counties. <br />VII. Public Comments on Items Not on the Agenda - <br />A. Steve Rasor, 409 Majestic View Drive- Steve read a written statement. He <br />implored the board to ask City Council to move the Dog Off -Leash Area far from private <br />property. He regrets that he had not been informed about the building of the Off -Leash <br />Area and its impacts on his land back when it was originally proposed. He summarized <br />that the Dog Off -Leash Area has significantly and negatively impacted his and his <br />neighbors' property. He again expressed concern that the proposed CIP project that is <br />described in the Open Space budget for a drainage remediation project and raising the <br />trails in the Off -Leash Area would be better served by re- seeding the land and moving <br />the Dog Off -Leash Area. Helen asked Mr. Rasor if his neighbors agreed with him. He <br />said that a letter was written and co- signed by six citizens from four households and sent <br />to the mayor. He reported that the mayor said that coming to OSAB was the first step <br />and that City Council would only discuss this issue of moving the Off -Leash Area if <br />OSAB recommended it. Helen pointed out that moving the Off -Leash Area would be a <br />huge issue, possibly involving buying land, but there are lots of other ways to ease some <br />of the burden on the neighbors, such as increasing enforcement and remediation that <br />could be smaller and easier. Helen also pointed out that when Council discusses <br />budgets and that particular CIP during meetings, Mr. Rasor could attend. <br />VIII. Discussions Item: 2016 Housekeeping - <br />A. Approve Board Member Contact Information <br />Ember sent around the official contact list for board members to check. She also asked <br />that members add the amount of hours they spent on OSAB - related matters in 2015. <br />B.
