If we are unable to provide local services for adolescents that allow <br />family participation, it is not giving the best kind of care we would like to provide. With this bed <br />expansion, we are adding beds to potentially serve 1500 -2000 patients annually. This will be a <br />combination of Inpatient as well as Outpatient services which is an important part of the follow - <br />up care. One of the many pieces of community impact is additional job creation. <br />Commission Questions of Applicant: <br />Hsu asks with the 32 new beds, do you expect that to change the demographics of the patients <br />coming in, whether they are long term or short term? <br />Bunch says the average length of stay is about one week. We will be providing similar services <br />to what we currently provide. We will just be able to provide a higher volume with the emphasis <br />of adolescent services. <br />Hsu says because I live near 88th Street, at certain times of the day, there is a lot of traffic. How <br />will this impact traffic, especially with 75 new jobs? I assume they are not all 9 -5 or 8 -5. What <br />will 88th Street look like because of this? <br />Bunch says, as you indicated, the jobs are a combination of part -time and full -time positions. <br />We are operating 365 days a year, 24 hours a day. In terms of the impact of any one particular <br />shift, I don't think it will be noticeable. One of the questions asked in the neighborhood meeting <br />was with regard to the traffic related to construction. With the timing of the construction project, <br />we hope a big bulk of high volume - related construction will occur during the summer which will <br />help the 88th Street traffic impact. <br />Root says in our discussion with the Planning Department, we talked about the need for a traffic <br />study. Apparently one had recently been completed for this area. Staff advised that they felt <br />there would be insignificant impact and that it did not warrant another traffic study. <br />Tengler asks about overall length of construction process. <br />Root says it will occur in phases. The first phase is the addition itself and we anticipate <br />beginning construction in April 2016. Complete construction finishes in November 2016. <br />Tengler asks if the applicant is okay with the four conditions stated in the letter from Public <br />Works. <br />Root says we have no problem. <br />Pritchard asks Staff if there is a shared parking agreement between Avista and this property. <br />Trice says she does not think there is. It was not discussed in any of the meetings. <br />Hal Hudson says there is no cross parking agreement but we have been teaming closely with <br />Centennial Peaks and will continue that in the future. <br />Pritchard asks Hudson if he is comfortable with this proposal. <br />Hudson says with the additional parking, we are very comfortable. <br />Russ says we often require a parking agreement if the applicant is not meeting the code. This <br />applicant is exceeding the code. <br />Hudson says Avista owns the land and leases to Centennial Peaks which allows for more <br />flexibility. <br />Public Comment: <br />Ishan Tsay, 975 Saint Andrews Lane, Louisville, CO <br />David Hsu is my husband. I have two questions. First, has the traffic flow analysis been done? I <br />am a little confused because in the presentation, I thought it was done. Staff determined that it <br />was not necessary. If the traffic flow analysis has been done, what were the three top concerns <br />and how were they addressed or mitigated? <br />Russ says that the Public Works Department has been looking at the 88th Street intersection at <br />Campus Drive for a number of years. Last spring in 2015, Joliette Woodson, Louisville Civil <br />Engineer III, led a traffic analysis because Monarch High School considered withdrawing their <br />
