City Council <br />Study Session Summary <br />February 23, 2016 <br />Page 3 of 4 <br />The Task Force is asking what community wants and needs over next 20 — 25 <br />years. Develop cost and see if the cost is something the community will bear. <br />Any participation by Superior is just a discussion. Dialogue is always open to <br />look for opportunities to work together. <br />Mayor Pro Tem Lipton said the group will continue and check in with council. <br />Mayor Muckle thanked the Task Force for their work. <br />Discussion — Paving Issues <br />Public Works Director Kurt Kowar said the Powerpoint in the packet attempts to <br />answer paving questions. The goal is to take care of arterial and collectors first <br />as they carry the most traffic. Conditions of survey overall network average is 63. <br />Delamination is occurring on McCaslin in a very few spots. Kowar is keeping the <br />contractor aware of it. <br />Cracks are inherent. They are part of the lifecycle of a street. Concrete also <br />cracks. <br />There was broad discussion about actual conditions of streets versus what the <br />numbers and metrics say. <br />What is the long term sustainable pavement management program? Bring bad <br />colors up to good and don't allow good streets to go off the cliff. Booster <br />program is very expensive. <br />City Manager Fleming said perhaps there should be a map to explain what <br />streets will look like year by year to reflect deterioration and improved conditions <br />with planned expenditures. $25m will be spent over the next 5 years. <br />Council would like a tour of representative streets. Streets that score 40 — 70 <br />perhaps need to be toured. <br />City Manager's Report <br />City Manager Malcolm Fleming reviewed the Advanced Agenda. He asked <br />Council to remember the Budget retreat on June 7th. It will start at 4:00 pm or <br />4:30pm <br />Identification of Future Agenda Items <br />Council member Stolzmann would like to add FasTracks Rail update on the April <br />5th Council agenda. <br />Adjourn 9:21 pm <br />
