Business Retention & Development Committee <br />Meeting Minutes <br />February 1, 2016 <br />Page 2 of 5 <br />Chair Loo congratulated Commissioner Pritchard on Volunteer of the Year award. <br />Chair Loo congratulated on DeJong on being named interim Planning and Building <br />Safety Director. <br />Chair Loo discussed Council retreat and Council priorities for 2016: <br />• Street repair <br />• SAP <br />• Rec Center expansion <br />• Biannual budget <br />• Program areas to budget <br />• Boards and Commissions <br />• Sustainability <br />PRIMARY EMPLOYER MAP: <br />Economic Development Director Aaron DeJong discussed a map in the packet which <br />shows Louisville's primary employer workers come from. Louisville attracts Denver and <br />Boulder employees. A significant number come for the southeast metro area. The <br />employee base comes mainly from outside our area. From an employer perspective <br />this is a good thing: the laborshed attracts educated employees. <br />The definition of "primary employer" was discussed. <br />REVIEW OF BUSINESS ASSISTANCE PROGRAM (BAP) <br />DeJong has suggested Louisville Municipal Code changes. Would like BRaD input: <br />• Incorporate Consumer Use Tax. Make rebates of Consumer Use Tax more <br />explicit. <br />• Clarity the expansion of existing employers as a qualifying project <br />• Expand timeframe beyond one year. Expansion timeframe would be defined. <br />Council member Lipton expressed concerns about BAP programs in general. Would like <br />analysis of what other communities are doing. Commissioner Reichenberg said adding <br />more tools does not mean using them more. City Manager Fleming agrees with Council <br />member Lipton concerns but said the reality is that communities do compete against <br />each other. Council member Menaker supports the BAP program and supports staff <br />using it. <br />Council member Lipton would like staff to provide substantive findings in <br />recommendation. He would like some sort of standard set. <br />Council member Maloney would like a risk analysis. Commissioner Pritchard said we <br />need to be willing to take some leaps of faith because there will be a lot of information <br />3 <br />
