City Council Finance Committee <br />Meeting Minutes <br />02/19/16 <br />Page 3 of 5 <br />Projects will be coded to Sub - Programs, and that the CIP will be viewable by <br />Fund. Director Watson stated that Program revenue, not Sub - Program <br />revenue, would also be reported. <br />The Finance Committee shifted its discussion to goals and measuring goals. <br />Members discussed how best to set benchmarks, how to determine if present <br />workloads are sufficient, and if the efficiencies relate to overall effectiveness. <br />Councilmember Maloney stated that even goals can be subjective and that we <br />should start with sound benchmarks set by the subject matter experts. Member <br />Maloney stated that it would then be up to City Council to determine if the <br />information provided is sufficient. <br />Mayor Muckle stated that effectiveness measures that relate to goals and <br />workload measures are key. Resident Leary stated that comparisons could be <br />made to other cities, but that the measurements are not always the same, and <br />there can be other variables. Mr. Leary stated that surveys on effectiveness can <br />be helpful, but that it needs to be determined if the level of satisfaction attained is <br />good enough. <br />Council Member Chris Leh stated that he did not want to see the Finance <br />Committee or City Council getting "into the weeds" and that what is most <br />important is to provide citizens clearly summarized policies and performance <br />measures that are transparent. Members agreed. <br />Member Stolzmann stated that City Council needs to set the expectations. <br />Mayor Muckle and resident Leary agreed and stated the goal to propose guiding <br />policies and funding principles. <br />The Finance Committee Members talked through an example: <br />Street Conditions by Street Type: <br />1. Set Policy Standards <br />2. 3 -yr. Measurement <br />a. Averages by type <br />b. Initiate programs <br />3. Set level to never go below <br />4. Set acceptable rate of improvement <br />5. Establish goal working towards <br />Resident Sanders stated that the lifecycle of streets could be used as a <br />benchmark and then monitored for sufficiency or monitored for improvements. <br />Based on the results, the City would have its effectiveness measure. <br />12 <br />
