<br />City Council Water Committee <br />Meeting Minutes <br />December 7, 2007 <br />Page 2 of 3 <br /> <br />a. 2008-2009 Water Supply and Demand Analysis - the usual table and <br />chart was handed out showing the projected demand, storage and <br />diversions for the next 24 months. Staff explained the assumptions <br />used in the analysis, how the numbers could vary dependent on; <br />runoff, weather, demand, etc. The City's water situation is looking <br />good based on current conditions. <br /> <br />b. Winter Carryover Targets - the City attempts to have at least a years <br />worth of water available at the beginning of the water year (Nov. 1). <br /> <br />c. Eldorado Artesian Bottling Impacts (Agenda Item X) - how the bottling <br />Agreement could impact the City's water supply was discussed. <br /> <br />d. Lease Opportunities - summarized past, current and potential leases. <br />Committee Members concluded, that until we better understand the <br />City's own uses of reuse credits, the City should not enter into any long <br />term leases. Staff will continue to lease out surplus water when the <br />opportunity arises. <br /> <br />IX. Legal - City Staff summarized the current status of the following items: <br /> <br />a. Current Activities - Alan Hill updated the Committee on Pending Water <br />Matters. The update included a summary of Water Court Cases that <br />the City is involved in and status of the FRICOICity of Boulder lawsuit <br />(still awaiting a ruling). <br /> <br />b. Marshall LakelSouth Boulder and Coal Creek Ditch Transfer - The <br />Water Court Application is to be filed by the end of December. <br /> <br />c. Anticipated 2008 Activities - as always Water Court Cases are driven <br />by the applicant and available court dates (currently out more than 18 <br />months). Staff will continue to address Cases that could impact the <br />City's water rights as they arise but, no major activity is expected on <br />the existing cases at this time. <br /> <br />X. Eldorado Artesian Bottling Impacts (see VlIl.c. above) <br /> <br />XI. Update - Water Projects - City Staff summarized the current status of the <br />following projects: <br /> <br />a. Windy Gap Firming Project - The Bureau of Reclamation and other <br />entities continue to review and comment on the documents related to <br />the projects EIS. The draft EIS is expected late spring/early summer <br />with the Final EIS and ROD about six months later. An Amendment to <br />the 4th Interim Agreement will be presented to Council on December 18 <br />to provide additional funds to continue the NEPA process for this <br />project. The Committee members also requested that a study session <br />be arranged with Northern Colorado Water Conservancy District to <br />provide the entire Council with information on this project. <br />
