<br />City Council <br />Study Session Summary <br />May 13, 2008 <br />Page 2 of 4 <br /> <br />Mayor Sisk said that the group should also take into consideration the cost of <br />acquiring sales tax, such as business assistance packages. He asked where the <br />group is going and Mayor Pro Tem Marsella responded that the group would like <br />to take small steps regionally and bigger steps neighborly. <br /> <br />Councilor Ron Sackett indicated that he thought it would be difficult to close on a <br />plan but that perhaps the group should approach it as what is good for society. <br />He discussed using business assistance packages (BAPs) to bring in retail but <br />pointed out the environmental impact of putting more stores on the same street. <br /> <br />City Manager Fleming said that he agreed that Council should consider the <br />environmental impact but said that the incentives of the BAPs are broader than <br />getting retail. City Manager Fleming referred to Water Loo Ice House and Empire <br />Restaurant which have increased retail sales for other businesses in the <br />downtown by bringing people to the downtown area. <br /> <br />City Manager Fleming said that the group approach is a like a family of siblings, a <br />12 year old, stockbroker, doctor and trying to get them to pool their resources far <br />into the future. It is a difficult process because each are different stages in their <br />life and development and that is the difficulty of the group because each <br />municipality is at different points in their development and the task is to find a <br />equitable way for them to come to come together for the benefit of all <br />participants. <br /> <br />Councilor Hank Dalton said it looks like the group is going through the motions <br />with no real outcome. Mayor Pro Tem Marsella disagreed, she felt they would <br />come to agreement and use it on a trial basis for 5 years. Assistant City Manager <br />Heather Balser said that it was a good group and pointed out that this was the <br />same group that formed the Super IGA. City Manager Fleming said that the <br />group keeps coming to the meetings and struggles to find a process. <br /> <br />Mayor Sisk said that there has been discussion at the Metro Mayors Caucus <br />about this group and he feels that it will be the leader for the entire 37 metro <br />Denver Cities. <br /> <br />3. Discussion - HB 1350, Facilitation of the Financing of Renewable Energy <br />Mayor Sisk gave a brief introduction of H B 1350 and stated that the legislation <br />would be beneficial for Boulder County and for renewable energy. <br /> <br />Councilor Dalton asked what was the cost of doing this and how would the City <br />pay for it. He said that the City could form a district and users share the cost. The <br />Mayor said that there may be cost to the City but he felt it was a risk that the City <br />needed to take. The Mayor also said that the County would implement the <br />program. Councilor Dalton suggested that tax entities need to keep neutral. <br />Assistant City Manager Balser said that the County wants to implement this and <br />there may be opportunities to work together. <br /> <br />Councilor Sackett said that cleaning up the environment, finding alternative <br />energies are hot topics.
