<br />City Council <br />Study Session Summary <br />May 27, 2008 <br />Page 5 of 7 <br /> <br />Council Muckle asked about the hotel developer meetings. Ms. Hogan said that <br />the hotel developers that they met with also did retail developing and that the <br />discussions included putting a hotel in the downtown area as well as on the <br />ConocoPhillips site. <br /> <br />Public Relations Manager Meredyth Muth said that the next round of retention <br />visits will begin soon. <br /> <br />5. Discussion - Notice of Intent Regarding Citywide Collection Notice <br /> <br />Public Works Director Tom Phare presented Council with a draft schedule and <br />proposal. Director Phare said that the City was following the Lafayette model <br />which did not include multi-family units at first. Director Phare also said that <br />Home Owner's Associations (HOA) were not included. Director Phare said that <br />recyclables would be picked up bi-weekly. <br /> <br />Mayor Pro Tem Marsella asked if the 96 gallon containers for recyclables was <br />based on assumptions and did the City want to own the bins. <br /> <br />Director Phare answered that yes the City does want to own the bins to retain <br />ownership of recyclable materials. <br /> <br />City Manager Fleming added that it would help stimulate competition because <br />the smaller waste management companies would be able to compete. He said <br />that it would help level the playing field for bids. <br /> <br />Mayor Pro Tem Marsella asked who takes care of the up-front cost of <br />purchasing the bins. Director Phare said that Boulder County would and <br />EcoCycle will repair the bins. Councilor Clabots said that the bins can be paid for <br />over time. <br /> <br />Director Phare said that yard waste clean-up can be added. <br /> <br />Mayor Pro Tem Marsella asked if the billing would be part the City utility bills. <br />Director Phare said that it was the most cost effective and would provide an <br />incentive to pay the trash bill when necessary. <br /> <br />Mayor Pro Tem Marsella said good public outreach would be important and that <br />it is being done for the right reasons to reduce landfill waste and air and noise <br />pollution in the City. <br /> <br />Councilor Muckle said that it will also lower costs for collection services and for <br />road repairs. <br /> <br />Director Phare said that the most common complaint is the loss of choice. <br /> <br />6.
