Appendix A <br />Dutko WashingtonBoyagian Consulting Scope of Work for May 2008 to February 2009 - US 36 <br />Mayors and Commissioners Coalition <br />The Dutko Washington (DWW)/Boyagian Consulting (BC) scope of services for the US 36 Mayors and <br />Commissioners Coalition (MCC) for 2008/09 includes the following objectives and tasks to maintain US <br />36 as a priority project for appropriations and SAFETEA LU rea.uthorization requests. <br />Primary Objectives <br />1) Securing a 2009 appropriations earmark under one or more of the following appropriations <br />accounts: Small Starts; Bus and Bus related facilities; Transportation, and Community System <br />Preservation; Surface Transportation Improvements; others that may present opportunities for <br />multi-modal improvements along the US 36 Corridor as identified by the MCC. <br />2) Continue to position US36 for funding in the reauthorization of SAFETEA LU. Congress will <br />focus on hearings in 2008 and putting the pieces in placf; for introduction in 2009. SAFETEA LU <br />expires September 2009. <br />3) Maintain and develop relationships with CO Congressional offices and other Members, such as <br />Chairman Oberstar. <br />4) Work with the MCC and USDOT on securing federal dollars that may become available in 2008 <br />under the 2007 USDOT UPA program -keeping US36 ion the radar if other jurisdictions fail. <br />5) If US36 applies for a grant under a recent 2007/08 USD~OT notice for congestion relief funds <br />DWW/BC will lobby the department and relevant agencies in support. DWW/BC will work in <br />conjunction with the MCC to secure any needed letters of support from CO Members. <br />6) Continue to track "Small Starts" process and grant funding and connect the MCC with <br />opportunities to promote and secure dollars for BRT elements. <br />7) Explore political opportunities <br />2008 Specific Action Steps and Deliverables <br />1. Position US 36 as a high priority with the Colorado delegation, key leaders, and key staff. <br />• DWW/BC will use its relationships on Capitol Hill to promote US36 and remind key <br />congressional and federal agency players of the needs along the corridor and progress of the <br />corridor. <br />• Update and provide information to the Congressional delegation on the status of the US36 <br />corridor project -environmental, state and local funding; commitments, other information the <br />MCC wishes to pass on. <br />Deliverable: Identify and provide messages that will resonate in D.C. Inform coalition of <br />contacts, conversations and feedback from Congress and USDOT. <br />Deliverable: DWW/BC to continue to communicate by email and phone on a real time basis <br />to let MCC know of current events and continue to participate actively in monthly MCC <br />meetings by teleconference. <br />
