on the land and there is a list of approved uses. <br />Mr. Geitzenauer has requested permission for motor <br />racing on the Pow Wow Grounds. This is not <br />included on the current list for Special Review <br />Use. Mr. Schempp has therefore requested that <br />motor racing be addend to the list. This requires <br />Council approval. Wanush went on to explain the <br />places in the zoning ordinance where this kind of <br />use might or might riot be permitted. These include <br />recreational enterpx-ise and commercial amusement <br />uses in agricultural zoning, which the Fairgrounds <br />falls into. Wanush feels that the motor racing <br />falls into the commercial amusement use which is <br />prohibited on agricultural property; but that <br />there might also be some borderline conditions. <br />He suggests that this is not a permitted use, even <br />through a Special Review Use Procedure. <br />Presentations were given by both Mr. Schempp, <br />property owner, and Mr. Geitzenauer, sponsor of <br />the event. <br />Council was concerned about the noise produced by <br />this type of vehicle and questioned whether the <br />use was appropriate for the Pow Wow Grounds. <br />Suggestions included the use of monitoring <br />equipment to monitor noise levels. Also, Mr. <br />Geitzenauer asked that Council give approval on a <br />limited basis, five events, and then decide <br />whether this use will be appropriate. <br />Williamson recommended a public hearing with all <br />property owners within 500' of the Pow Wow Grounds <br />Property lines notified of the hearing. <br />Sackett moved that t:he Special Review Use <br />application be continued until such time that a <br />public hearing could be held, without the Special <br />Review Use application necessarily going to the <br />Planning Commission :First. <br />Fauson stated that since the Council is the policy <br />and decision maker oiE the City that a public <br />hearing should not be' necessary in his opinion. <br />Szymanski seconded Sackett's motion. <br />Sackett amended his nnotion to say that the agenda <br />item be continued until such time that a public <br />hearing can be held as outlined by Louisville City <br />Code. <br />Szymanski seconded the amended motion. <br />5 <br />
