Even with these two items, should <br />Louisville disagree with the inclusion of them in <br />the financing plan, they will not be implemented <br />unless there is 100'g concurrence of all members of <br />the Authority. All limitations are set by the <br />legislature in State Statutes. <br />Mr. Wurl stated W-470 affords the City of <br />Louisville to share in whatever economic growth <br />comes to the area. <br />Mr. Wurl stated that studies show that W-470 will <br />actually help existing highways that are now <br />overloaded, i.e., Highway 287, Wadsworth, U.S. 36, <br />etc. <br />With regard to mass transit, Mr. Wurl stated the <br />Authority is a grE~at supporter of it and will <br />provide in W-470's x-ight-of-way space for whatever <br />use might be coming. However, the percentage of <br />travel that utilizes mass transit is at the very <br />best in the highest area of use only 5~ and <br />averages about 2 - 2 1/2$. <br />Sackett stated that one of his concerns for the <br />City of Louisville i.s its dependency on growth and <br />there are many amenities that he would like to see <br />in the City including a recreation facility. <br />Schools is another factor that needs to be <br />addressed. Sackett feels that sales tax revenue <br />is the best way to fund many of these needs rather <br />than through property tax. This can be done <br />through stimulating economic development. Part of <br />economic development would include W-470 that <br />connects us with thE~ new airport which will bring <br />in a great number oi= new jobs and new industries. <br />The City of Louisville can take advantage of this <br />as we are in an ideal location for this plus our <br />closeness to the University. Our quality of life <br />is of the utmost importance and care must be taken <br />in that respect. Sackett stated that studies show <br />that highways such as W-470 are able to attract <br />new businesses enough so that the highway breaks <br />even sooner than ar.~ticipated. within the first <br />decade positive results are seen. The investment <br />in W-470 to stimulate the economy seems to be the <br />best way to go. <br />Sackett stated that he had the opportunity to <br />attend the last meeting of the Authority. "I <br />think it is obvious to most people why W-470 is <br />beneficial to Louisville in that it connects us <br />directly with the new airport and its been shown <br />that economic development is stimulated by a <br />4 <br />
