fund it. DRCOG has'. been studying this since 1985 <br />wherein they published a report with the findings <br />that a highway was :needed. The w-470 Authority is <br />charged with thE~ task of now finding the <br />appropriate funding to construct this beltway. <br />The Authority is a public entity and is precluded <br />from making any money. Once the debt is paid, <br />including interest:, maintenance and operation <br />costs, the taxes and/or tolls must be removed. <br />Szymanski spoke to the quality of life issue <br />stating that this i.s of the utmost importance to <br />him. "I am not going to sacrifice quality of life <br />for any road or highway or anything else. That is <br />not to say that they are mutually exclusive. If we <br />can improve our quality of life by progressing, by <br />building roads, then I think its worthwhile to <br />look into it. " "Th.ere are many pros and cons to <br />building a highway and I feel it is my obligation <br />and my responsibility to find out all these pros <br />and cons and to find out what is in it for <br />Louisville." "We have to get the facts on the <br />table and we do that by opening our eyes and our <br />ears by making use of whats available to us by <br />making use of the W-•470 Authority as a tool in our <br />hands so we can determine what's in the best <br />interest for Louisvi.lle..." <br />Scarpella stated that the funding of the highway <br />is of utmost importance to him and stated that no <br />one wants to raise taxes. "Before I go into this, <br />those questions have' to be answered. But I feel <br />just because we go into the Authority, we aren't <br />going into something we can't back out of." "I <br />don't see where voting for the Authority puts us <br />into a bind..." <br />Mayor Fauson thanked the public for coming to this <br />meeting and closed the public hearing and called <br />for a motion. <br />Sackett moved and Szymanski seconded to adopt <br />Resolution #18, Series 1988, authorizing the City <br />of Louisville to enter into the W-470 Highway <br />Authority Agreement. By Roll Call Vote, <br />Resolution #18, Series 1988 was adopted <br />unanimously. <br />ORDINANCE #952 - GOLF COURSE BONDS - 1ST READING - <br />SET PUBLIC HEARING Mayor Fauson explained that the City Attorney <br />determined that this Ordinance must be read in its <br />entirety and due to its length, people were told <br />to feel free to takes a break if needed. However, <br />the meeting would continue as the Ordinance is <br />read. <br />6 <br />
