program would work.. <br />Lillo explained that initially a fogging mechanism <br />would be used in Dutch Creek as well as some of <br />the pond areas adjacent to Dutch Creek. Also, BTI <br />will be used which is a granular that will be <br />placed in some of the stagnant areas as well as <br />gambusia fish to exterminate the mosquito larvae. <br />Sackett stated that he was concerned about the <br />comment Mr. Hagen made regarding AIDS and asked <br />him about his source of information. Sackett <br />stated that according to his sources at the <br />hospital and theoretically that could happen, but <br />no one thus far has contracted AIDS through a <br />mosquito bite. "The probability is extremely <br />minute." <br />Mr. Hagen referenced the Stockholm Commission <br />wherein seven incidents were reported worldwide. <br />RECESS Mayor Fauson called a short recess to await the <br />arrival of Councilman Scarpella. <br />Councilman Scarpella arrived and the meeting <br />continued. <br />Sackett and Anderson asked to be excused from the proceedings on all of the <br />following Agenda items due to a possible conflict of interest. <br />ORDINANCE #959 - SERIES 1988 - GOLF COURSE BONDS - <br />PUBLIC HEARING Introduced on second reading and read in its <br />entirety Ordinance #959, Series 1988, "An <br />Ordinance concerning the financing of a municipal <br />golf course; authorizing the execution of a golf <br />course lease purchase agreement, a ground lease <br />agreement, and a raw water service agreement; and <br />authorizing and. approving certain related <br />transactions." Proof of publication and notice of <br />public hearing were certified. <br />Mayor Fauson opened the public hearing. <br />Stahl stated that there are modifications to this <br />Ordinance explaining why the City Attorney read <br />the Ordinance in full at second reading. <br />Specifically and most importantly is the structure <br />of the Ordinance. The City in fact is now taking <br />title to the property totally and then leasing it <br />to the non- profit corporation. <br />Mayor Fauson asked for any public comments either <br />in favor of or in. opposition to Ordinance #959. <br />None. <br />7 <br />
