Community Services. would bring before Council a <br />Comprehensive Fees. and Charges Policy in early <br />1989 for review acid adoption. <br />Also, the Library Board recommends two fine <br />increases and a typewriter usage fee increase. <br />Fine increases include increasing the fine on <br />overdue video cassettes to $2.00 per day for $1.00 <br />per day to reduce the number of overdue videos and <br />to make fees comparable to other area libraries. <br />Also, an additional $1.00 fine for books more than <br />three weeks overdue to cover the cost of mailing <br />overdue notices. A fee increase from $1.00 per <br />hour to $2.00 per hour on typewriter usage will <br />help to recover some maintenance costs. <br />Mohr asked Lillo to explain the rationale behind <br />the non-refundable $50 park fee for resident <br />businesses. Lillo stated that this fee would <br />hopefully help recover some of the costs <br />associated with some of the businesses that have <br />company parties. The groups are larger (25 plus) <br />and therefore create more trash that must be taken <br />care of by the parks crews. Mohr suggested that <br />this fee could be a fully refundable deposit if in <br />fact these companies completely cleaned-up all the <br />debris created by the party. Lillo agreed that <br />this would be appropriate. <br />Mohr also questioned the decision to not issue <br />alcohol permits in parks. Stahl explained that <br />the City would no longer be a "licensing group, <br />permitting group" with respect to beer in City <br />parks. Beer would still be permitted in the park, <br />but they would be signing an indemnification to <br />the City. The City has no control as to whether <br />minors are being served or not and therefore it <br />does not seem appropriate that the City is in <br />"permitting situation" taking some possible <br />liability. <br />Ferrera stated that he agreed with Mohr's <br />suggestions regarding the fee for resident <br />business use of the City's parks. <br />With no further comments, Mayor Fauson called for <br />a motion. Mohr moved that the fee schedule <br />presented be approved with the modification on <br />resident businesses being a $75 deposit fully <br />refundable upon inspection by the City. Ferrera <br />seconded. Motion passed 5-0. <br />4 <br />
